Bringing A Foreign-Registered Vehicle Into Zimbabwe? ZIMRA Introduces New Rules

ZIMRA Introduces Stricter Checks For Foreign-Registered Vehicles

Travellers bringing foreign-registered vehicles into Zimbabwe will generally be allowed to keep them in the country for up to 30 days under tighter Temporary Import Permit (TIP) controls introduced by the Zimbabwe Revenue Authority (ZIMRA).

The authority has also introduced stricter document checks, including additional requirements for people driving vehicles they do not own, as it moves to curb abuse of the temporary import facility.

The changes were announced in Public Notice Number 60 of 2026, issued on Wednesday.

Travellers Must Prove Eligibility

According to The Herald, anyone applying for a TIP must produce a valid passport and the vehicle’s original registration book.

Drivers who are not the registered owners must also provide a letter of authority or an affidavit. Zimbabwean residents living abroad who bring in foreign-registered vehicles are required to submit a relevant work, employment, study or residence permit.

ZIMRA said some applications will face additional verification, particularly where the vehicle is being driven by someone other than its registered owner.

The permits are intended for bona fide visitors ordinarily resident outside Zimbabwe who enter the country temporarily for tourism, business, education, employment, sporting activities or other lawful purposes.

The authority said the new requirements are being enforced under the Customs and Excise Act (Chapter 23:02) and the Customs and Excise (General) Regulations, 2001.

Three Months Is The Maximum Stay

Although the standard permit period is 30 days, travellers who need more time can apply for an extension.

ZIMRA will consider longer stays individually, but no vehicle may remain under the arrangement for more than three months in total. Extension applications must be submitted before the existing permit expires and supported by valid reasons and relevant documents.

Permit holders must ensure their vehicles leave Zimbabwe before the authorised period ends unless an extension has been approved.

They are also prohibited from disposing of their vehicles in Zimbabwe without ZIMRA’s permission. Anyone wishing to leave the country without the vehicle must first make arrangements with the nearest ZIMRA office.

What Travellers Will Pay

The authority has retained the existing charges for vehicles entering under the scheme.

Travellers must pay US$10 in carbon tax and US$30 for third-party insurance. Those using Beitbridge Border Post face two additional charges: a US$9 bridge toll and a US$28 Zimborders fee.

The authority said the tighter controls follow the abuse of the temporary import facility and are intended to ensure that foreign-registered vehicles comply with the conditions under which they are allowed into Zimbabwe.
