MARA: AS the country officially embarked on implementing the Development Vision 2050 yesterday, Prime Minister Mwigulu Nchemba urged Tanzanians to safeguard peace and stability, saying they are the foundation for achieving the country’s long-term development aspirations.
Addressing a public rally in Serengeti District, Mara Region, Dr Nchemba said the success of the ambitious development agenda will depend not only on increased public investment but also on preserving national unity, peace and security.
“All the achievements we seek under Vision 2050 cannot be realised without peace and stability. No country can attain sustainable development if it lacks security. The first beneficiaries of peace are Tanzanians themselves,” the Prime Minister said.
He called on citizens to remain vigilant and protect the country’s peace, warning against individuals seeking to incite violence or undermine national security.
Dr Nchemba said every Tanzanian has a constitutional obligation to safeguard the nation, urging communities to cooperate with security agencies by reporting suspicious activities.
“The people who suffer first when peace is disrupted are the residents themselves. Protecting peace is not for the benefit of the government alone; it is for every Tanzanian,” he said.
The Prime Minister also cautioned young people against allowing themselves to be manipulated by individuals with ill intentions, claiming that some people are financing the recruitment of youths into activities aimed at destabilising the country.
He stressed that the government would take firm action against anyone found threatening national peace and security.
Turning to the implementation of Vision 2050, Dr Nchemba announced a major financing reform intended to accelerate development projects that have stalled or progressed slowly because of delayed funding.
He said the government has approved a new strategy under which revenues collected by the Tanzania Revenue Authority (TRA) for statutory development funds will no longer pass through the Consolidated Fund before disbursement.
Instead, the funds will be transferred directly to their respective statutory funds to ensure timely financing of priority development projects.
The new arrangement covers the Road Fund, water projects, electricity projects and other statutory development funds established under the law.
“From today, funds collected for these projects will go directly to the respective implementing agencies. This will eliminate unnecessary delays and ensure projects are completed on time,” Dr Nchemba said.
He noted that Parliament had already approved the required legal amendments to operationalise the new financing arrangement.
According to the Prime Minister, the reforms are designed to address financing gaps that have delayed the implementation of strategic infrastructure projects across the country.
He cited several road projects in Mara Region, including the NyamongoMugumu Road, the remaining section of the Tarime-Mugumu Road and the Sabasaba-Nata Road, saying the new financing mechanism will accelerate their completion.
Dr Nchemba directed the Tanzania National Roads Agency (TANROADS) and the Tanzania Rural and Urban Roads Agency (TARURA) to instruct contractors who had suspended work because of delayed payments to immediately return to project sites.
