PS Kumumanya Urges Environmental, Production Officers to Observe Their Roles

PS says technical officers are key to protecting natural resources, strengthening climate resilience, and driving local economic development.

The Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, has tasked local government technical officers with taking full responsibility for environmental conservation and agricultural production within their jurisdictions.

Speaking on the imperative for sustainable grassroots development, Kumumanya emphasized that environmental and production officers hold crucial technical mandates. Their roles are central to safeguarding natural resources, boosting agricultural output, and helping rural communities build resilience against climate change.

Kumumanya cautioned against leaving conservation and production agendas exclusively to political leaders. He stressed that technical officers must provide the professional expertise required to translate national policies into practical, community-level results.

“When environmental and production officers perform their roles effectively, conservation is strengthened while agricultural output, rural livelihoods, and household incomes directly improve,” Kumumanya stated.

His directive comes at a time when wetland encroachment, poor waste management, deforestation, and climate variability continue to threaten communities reliant on land and water for survival.

Grassroots Leadership and Legal Mandates

Under Uganda’s decentralization framework—anchored in the 1995 Constitution—local governments serve as the frontline for public service delivery. Beyond maintaining roads, health centers, and schools, local authorities carry the statutory mandate to protect ecosystems and drive sustainable production.

Uganda’s environmental framework is firmly rooted in the country’s supreme law:

• Right to a Clean Environment:

Article 39 guarantees every Ugandan the right to a clean and healthy environment.

• Citizen Duty:

Article 17(1)(j) mandates citizens to protect and maintain their surroundings.

• Public Trust Doctrine:

Article 237(2)(b) stipulates that natural resources are held in trust by the government for the common good.

• Sustainable Development:

Objective XXVII directs the State to balance resource management for present and future generations.

The National Environment Act, 2019 operationalizes these principles, charging local governments with monitoring, enforcement, and public sensitization.

Masaka City’s Environmental Challenge

The practical necessity of these technical roles is evident in Masaka City, where rapid urban growth is putting severe pressure on local ecosystems.

Pauline Nabadda, the Masaka City Environmental Officer, highlighted that while conservation planning is underway, limited funding remains a major hurdle to strict enforcement.

“Our local environment relies heavily on critical ecosystems like the Nabajjuzi and Nakayiba wetlands,” Nabadda explained. “However, severe budget constraints continually limit our enforcement capacity, leaving these areas vulnerable to degradation.”

Nabadda noted that Nabajjuzi swamp—a vital water intake reservoir serving Greater Masaka—suffers from illegal waste dumping and pollution. To mitigate further encroachment, the city plans to establish natural green buffers by planting bamboo along wetland boundaries.

The High Cost of Degradation

The economic toll of environmental neglect is staggering. Citing national environmental assessments, the financial impact of wetland destruction in Uganda is estimated at nearly Shs 2 billion annually. Furthermore, the government spends approximately Shs 38 billion each year treating contaminated water sources—a cost driven up by the loss of natural wetland filtration.

Stakeholders, including Ruud Kampf of Truxor Wetland Equipment and Dr. Olive Enid Nabiryo of National Water and Sewerage Corporation (NWSC), have called for stronger waste management and ecosystem protection to secure raw water sources.

Ultimately, environmental protection and agricultural production are interdependent. Sustainable crops, livestock, and fisheries require healthy soil and clean water. Kumumanya’s directive serves as a reminder that effective local technical officers remain the primary engine for turning national conservation policy into lasting community prosperity.
