NELFUND Update October 2026: Token System, Parents’ Portal

For thousands of Nigerian students, securing money for school fees can determine whether they register on time, attend lectures without interruption, or spend another semester worrying about unpaid charges. The Federal Government’s student loan scheme has provided financial support to eligible students, but the payment process has also raised questions about delayed disbursements, refunds, and how families can confirm that tuition has been settled. Fresh developments announced in October 2026 have brought these issues back into focus, with changes planned for how approved school fees are paid and verified.

The Nigerian Education Loan Fund, known as NELFUND, announced a pilot token-based payment system on October 28, 2026, alongside plans for a portal that will allow parents to check their children’s school fee payment status. The developments come as the agency reports hundreds of billions of naira in cumulative disbursements and continues working with tertiary institutions to improve scheme administration.

The latest update covers more than a new payment method. It also raises practical questions about students who have already paid their fees, beneficiaries waiting for upkeep allowances, families seeking refunds and applicants preparing for the 2026/2027 academic session. Grasping the announcements, their implementation status and the figures released by the agency will help students and parents know what to expect.

NELFUND Introduces Token Based Payment System

NELFUND Update October 2026: Token Payment System, Parents’ Portal, Student Loan Disbursements

On October 28, 2026, NELFUND Managing Director and Chief Executive, Akintunde Sawyerr, announced the commencement of a pilot implementation of a tokenised payment system designed to prevent students from paying the same school fees twice.

The development addresses a problem that has affected some beneficiaries of the Federal Government’s student loan programme. Under the existing arrangement, NELFUND pays approved institutional charges directly to participating tertiary institutions, while students may sometimes pay their fees independently because they cannot afford to wait for their loan applications to be processed.

When the agency subsequently pays the institution for the same charges, the school may receive 2 payments against a single tuition obligation. The student then has to approach the institution for a refund, a process that can become difficult when the money was borrowed from parents, relatives or friends.

The new payment system is intended to reduce such occurrences by giving students a role in authorising payments from their approved tuition loans. Rather than relying entirely on the existing payment process, beneficiaries are expected to use a designated mobile application to initiate payments to the institutions associated with their approved applications.

NELFUND Executive Director Mustapha Iyal also explained that the token would be tied to the designated institution rather than functioning as an ordinary mobile wallet. This means the approved tuition funds are not intended to become unrestricted cash that students can transfer to personal bank accounts or redirect to unrelated expenses.

How the Token Payment System Will Work

The process begins when a student applies for a NELFUND loan and completes the required verification. The agency assesses the application, determines eligibility and establishes the amount approved for institutional charges, after which the payment process can proceed according to the applicable arrangements.

Once the approved funds are ready, the student is expected to receive a notification and use the designated application to authorise payment to the institution linked to the application. The token is intended to restrict the transaction to the approved destination, helping ensure that tuition money is used for its designated purpose.

After the transaction is processed, the student can confirm the payment through the institution’s bursary or finance department and obtain the relevant receipt or acknowledgement. This confirmation is important because students need reliable evidence that their fees have been settled before proceeding with registration, examinations or other academic requirements.

The proposed arrangement is intended to improve coordination between students, NELFUND and tertiary institutions while reducing confusion about when payments have been made. However, the commencement of a pilot does not mean every student can already access the system or that all institutions have adopted the new process.

When Will the Token System Become Fully Operational?

As of October 29, 2026, the reported announcement confirms that a pilot implementation has commenced, but a definitive date for nationwide implementation has not been established in the information available from the briefing.

The system is expected to support the 2026/2027 academic session as NELFUND works to improve payment notifications and coordination with participating institutions. Its wider implementation will depend on how the pilot progresses and how effectively the agency and schools manage the necessary payment procedures.

Students should therefore avoid assuming that the new system is already available at every university, polytechnic or college of education. Those preparing to pay their fees should continue following official instructions from their institutions and NELFUND until they receive confirmation that the new process applies to them.

Why NELFUND Is Changing Its Tuition Payment Process

The decision to introduce a token based payment system follows complaints from students who paid their school fees before NELFUND completed the processing and disbursement of their loans.

The problem became particularly relevant because the student loan programme began operating while academic sessions were already underway. Students facing registration deadlines, examination requirements and other institutional charges could not always afford to wait for their applications to be approved.

Consider a student whose approved tuition charges amount to ₦200,000. The student pays the institution from personal funds because registration is about to close, but NELFUND later transfers another ₦200,000 to the same institution for the same charges.

The institution has now received ₦400,000 against a tuition obligation of ₦200,000, assuming both transactions cover precisely the same charges. The student may have to request the return of the original payment, provide receipts and wait for the institution to reconcile its financial records.

For a family that borrowed money to meet the original deadline, a delayed refund can create further financial pressure. The token system is intended to reduce the risk of such situations by improving payment authorisation and helping students establish when their approved funds are ready.

Investigations Involving 34 Institutions

The refund problem had already attracted attention before the October announcement. In July 2026, Sawyerr disclosed that NELFUND was examining complaints involving approximately 34 tertiary institutions accused of failing to refund students affected by duplicate payments.

The complaints reportedly came from beneficiaries whose institutions had received tuition payments from both the students and NELFUND but had not returned the excess money. The situation left some students waiting for funds they had originally borrowed to meet school deadlines.

According to the July report, NELFUND was working with the Economic and Financial Crimes Commission, the Independent Corrupt Practices and Other Related Offences Commission, the National Association of Nigerian Students and its internal auditors on the matter.

The agency maintained that institutions receiving duplicate payments were responsible for refunding affected students. However, the information available from the reports does not establish the final outcome of all the investigations involving the 34 institutions.

The July investigation and October payment announcement address different stages of the same problem. The investigation concerns reported cases that already occurred, while the new payment arrangement is intended to reduce the likelihood of similar incidents in the future.

Students who are currently pursuing refunds should therefore retain their payment receipts, bank transaction records and loan notifications. The introduction of the token system does not automatically resolve existing disputes or guarantee that outstanding refunds will be processed immediately.

NELFUND Plans Parents’ School Fee Verification Portal

Another development announced on October 28 and reported again on October 29, 2026, is a proposed verification portal that will allow parents to check whether their children’s school fees have been paid through NELFUND.

Sawyerr explained that the planned platform would enable parents to enter their children’s matriculation numbers to establish the status of the relevant tuition payments. The initiative is intended to provide families with another way to confirm whether the fees have been settled or remain outstanding.

The announcement follows concerns that parents may continue providing money for tuition without knowing that NELFUND has already covered the relevant charges. Where students receive loan support but fail to communicate their payment status clearly, families can end up releasing money for expenses that have already been settled.

The proposed portal is intended to make basic payment information easier to verify and reduce confusion between students and their families. Its usefulness will depend on the accuracy of the records supplied by institutions and the reliability of the information displayed on the platform.

What Parents Will Be Able to Check

According to the reported description, the portal will focus on whether the relevant school fees have been paid or remain outstanding. Parents are expected to use their children’s matriculation numbers to check the status of the applicable payments.

The reported design does not indicate that parents will automatically receive access to their children’s complete financial records. Instead, the service is intended to provide basic information about tuition payment status without unnecessarily disclosing other financial details.

This could help parents make better informed decisions before sending additional money for school fees. It may also give families a clearer basis for discussing unpaid charges with their children or contacting an institution when its records appear inconsistent with the information available through NELFUND.

Has the Parents’ Portal Launched?

As of October 30, 2026, the available reports describe the portal as a planned service under development rather than a fully operational public platform.

Parents should therefore wait for an official launch announcement before attempting to use the service. They should also avoid entering matriculation numbers or other personal information on unofficial websites claiming to offer early access to the proposed portal.

Once the platform becomes available, its effectiveness will depend on whether institutions update payment records promptly and whether the information reflects transactions that have actually been completed. Until then, parents can seek confirmation through the relevant institution’s bursary or finance department and follow official NELFUND communications.

NELFUND Disbursements Reach ₦372.62 Billion

The October reforms come as NELFUND continues to report substantial financial support to students and tertiary institutions across Nigeria.

According to a report based on the agency’s Student Loan Disbursement Report generated on October 3, 2026, cumulative disbursements had reached approximately ₦372.62 billion as of September 29, 2026.

The reported amount covers institutional fee payments and upkeep allowances paid directly to eligible students. It represents cumulative disbursements since the programme began, rather than money released during October alone.

The breakdown shows that ₦192.89 billion had been disbursed for institutional fees, while ₦179.73 billion had gone towards student upkeep allowances. Combined, the 2 categories account for the reported total of ₦372.62 billion.

NELFUND also reported that institutional fee payments had reached 319 beneficiary institutions. These payments cover eligible charges payable to participating tertiary institutions, while the upkeep component provides direct financial support to students approved for that assistance.

The figures highlight the scale of the programme and the administrative demands associated with processing applications, making payments and maintaining accurate records. As more students seek assistance, the agency must coordinate with institutions to ensure that approvals, disbursements and payment confirmations are properly recorded.

More Than 1.65 Million Applications Processed

The October 3 report also stated that NELFUND had processed 1,659,853 applications since the student loan portal opened in May 2024.

The figure provides an indication of the demand for the programme, which was introduced to help eligible Nigerian students meet the cost of tertiary education. However, applications processed should not be interpreted as the number of students who have received loans.

Application processing, approval and actual disbursement are separate stages. Some applicants may still be undergoing verification, while others may not satisfy the applicable requirements or may be waiting for further action on their applications.

Students should therefore check the status of their individual applications instead of assuming that the total number of processed applications reflects the number of successful beneficiaries. The reported disbursement figures likewise represent money paid under the scheme, not an automatic entitlement for every person who has applied.

₦218.2 Million Paid to Students in Ibadan, Zaria

On October 29, 2026, reports also highlighted institutional fee payments totalling ₦218.2 million for 3,575 students at 2 tertiary institutions in Oyo and Kaduna states.

The institutions were the Federal College of Agriculture, Moor Plantation, Ibadan, and the Federal University of Education, Zaria. The reported payments covered eligible students across the relevant academic sessions and formed part of the wider student loan disbursement programme.

Federal College of Agriculture, Moor Plantation, Ibadan

The Federal College of Agriculture, Moor Plantation, Ibadan, received ₦54.21 million in 4 tranches between August 2025 and April 2026.

The payments covered eligible students for the 2024/2025 and 2025/2026 academic sessions. The institution’s Provost, Professor Jonathan Atungwu, disclosed the payment details in connection with the announcement.

The disbursements illustrate how institutional payments can be released in separate tranches rather than as a single transfer covering every eligible student at once. Students at the institution should confirm their individual payment status with the relevant administrative office if they need to establish whether their own charges have been settled.

Federal University of Education, Zaria

The Federal University of Education, Zaria, received ₦163.99 million in 8 tranches between December 2025 and February 2026.

According to information provided by the university’s Vice Chancellor, Professor Yahaya Bunkure, the payments covered registration fees for students in the 2025/2026 academic session.

Combined, the 2 institutions received ₦218.2 million in reported institutional fee support for 3,575 students. The payments demonstrate continued disbursement under the existing scheme, but they should not be interpreted as a separate nationwide payment to every NELFUND beneficiary.

Will the Token System Affect Upkeep Allowances?

The October announcement specifically concerns the authorisation and payment of institutional fees. It does not establish that NELFUND has cancelled upkeep allowances or announced a nationwide change to the existing upkeep payment arrangements.

Under the scheme’s reported structure, approved institutional fees are paid towards eligible charges at the student’s institution, while approved upkeep allowances are paid directly to eligible students.

Tuition payments help cover eligible institutional charges, while upkeep support provides financial assistance to students for living expenses under the applicable programme arrangements.

The introduction of a token for tuition payments should not automatically be interpreted as a change to upkeep eligibility, payment amounts or disbursement schedules. Students who are waiting for expected allowances should check their application status and official communications rather than assuming that the new payment system explains the delay.

The October 2026 reports discussed here do not establish a new nationwide cancellation of upkeep allowances. Any future change to the upkeep arrangements would need to be confirmed through an official announcement from NELFUND.

NELFUND Applications, Approval Requirements

The token payment system does not mean that every student who submits an application will automatically receive a loan. Applicants must still complete the required verification and satisfy the applicable conditions before their applications can proceed to approval and disbursement.

Students should understand the difference between submitting an application, receiving approval, having institutional fees processed and obtaining confirmation that the institution has received payment. Each stage serves a different purpose, and delays at one stage can affect the next.

For example, a student may have submitted an application but still be awaiting a decision, while another may have received approval but be waiting for the institution to update its payment records. The new system is intended to improve payment coordination, but it does not remove the need for verification or guarantee immediate processing.

NELFUND Executive Director Mustapha Iyal advised students to apply early rather than waiting until examination periods or payment deadlines are approaching. The agency has also been working to improve coordination with institutions so that payments can be acknowledged promptly and beneficiaries receive timely notifications.

Students who have already paid their fees should confirm the status of their payments before paying the same charges again. They can contact their institution’s bursary or finance department and request confirmation of whether NELFUND has settled the relevant fees.

Where a student has paid independently and NELFUND subsequently pays the same charges, the student should retain the original receipt, bank transaction evidence and any notification showing that the loan payment was made. These documents can support a refund request and help the institution reconcile its financial records.

NELFUND 2.0 Workshops Planned Across Nigeria

NELFUND is also planning regional workshops across Nigeria’s 6 geopolitical zones to prepare tertiary institutions, students and other stakeholders for the upgraded NELFUND 2.0 application system.

The proposed programme is expected to involve institutional heads, bursars, information technology administrators, students and community representatives. Its objectives include improving application processing, strengthening verification procedures, preparing institutions for technical changes and raising awareness of the scheme.

The workshops are relevant to the token initiative because a digital payment system requires more than a functioning mobile application. Institutions must be able to verify beneficiaries, reconcile payments, update their records and issue receipts without unnecessary delays.

Students also need clear instructions on how to authorise payments, confirm successful transactions and report problems when a payment does not appear in their school records. If the institutions fail to update their systems promptly, beneficiaries may continue to experience uncertainty even after a payment has been completed.

The planned workshops form part of the broader effort to improve coordination between NELFUND, participating institutions and students as the programme develops.

What Students Should Expect Next

As of October 30, 2026, the main developments include the pilot implementation of the token based tuition payment system, plans for a parents’ school fee verification portal, continued institutional disbursements and preparations for the upgraded NELFUND 2.0 application system.

The immediate priority for students is to establish whether their tuition fees have already been paid before making additional payments for the same charges. Those who have outstanding refund complaints should preserve their records and continue following up with the relevant institution and NELFUND through official channels.

The next developments to watch include the nationwide rollout date for the token system, the official launch of the parents’ portal, updates on the investigations involving 34 institutions and further reports on student loan disbursements.

Students can visit the official for information about the scheme and its services. They should follow official instructions when applying, checking payment status or sharing personal information, particularly while the proposed verification portal remains under development.

For parents, the planned portal could provide a more direct way to check whether tuition has been settled before releasing additional money. For students, the token system is intended to reduce duplicate payments and improve control over the movement of approved school fee funds.

The central development is a change in how NELFUND intends to manage and verify tuition payments, backed by reported cumulative disbursements of ₦372.62 billion as of September 29, 2026. The pilot has commenced, but the wider rollout of the token system and the launch of the parents’ portal remain important developments to watch.
