Hamile dynamite explosion: FOSDA calls for investigation into explosives movement, border security vulnerability

The Foundation for Security and Development in Africa (FOSDA) expresses grave concern over the dynamite explosion in Hamile, Lambussie District, in the Upper West Region, on Tuesday, 3 November 2026, which reportedly claimed the lives of a Ghana Immigration Service officer and two civilians, with several others sustaining injuries.

FOSDA extends its deepest condolences to the bereaved families, the Ghana Immigration Service and all affected by this tragic incident. We also wish the injured, including the Immigration officer currently receiving specialised medical treatment in Accra, a speedy recovery.

While investigations into the incident have reportedly commenced, the circumstances surrounding the explosion and the subsequent confrontation between community members and security personnel raise serious questions that go beyond the immediate tragedy.

FOSDA considers the Hamile incident a matter of national security that demands urgent national attention, a comprehensive investigation and decisive preventive action. It must not be treated merely as an isolated explosives accident or a localised border security incident.

A National Security Concern That Demands Urgent Attention

Reports from the Ghana Immigration Service indicate that the explosives were being transported on a motor tricycle through an unauthorised route towards Burkina Faso when Immigration officers attempted to intercept the vehicle. The resulting explosion claimed the lives of the two civilian occupants and one Immigration officer.

The reported movement of dynamite through an unauthorised border route raises critical fundamental questions about the acquisition, transportation, regulation and possible trafficking of explosive materials within Ghana and across its borders.

Of particular concern is the possibility that this incident has exposed the movement of dangerous explosive materials through informal cross-border networks beyond the effective reach of existing regulatory and security arrangements. Although there is currently no established evidence linking this incident to terrorist activity or organised armed groups, the potential implications of uncontrolled explosives movement for national and regional security cannot be overlooked.

Civilian-Security Relations and Accountability

Of particular concern are accounts received by FOSDA suggesting that the explosion may have occurred after one of the Immigration officers allegedly discharged a firearm at the motorcycle in an attempt to immobilise it during the interception. If established, this raises serious questions about the operational procedures governing the interception of vehicles suspected of transporting dangerous or explosive materials, including the risks associated with the use of firearms in such circumstances.

FOSDA recognises that the circumstances surrounding the incident remain under investigation. However, this account, alongside the reported civilian casualties during the subsequent confrontation, makes it imperative that investigators establish the precise sequence of events, including whether a firearm was discharged before the explosion, who discharged it, the circumstances under which it was used and whether established operational protocols were followed.

Equally concerning are reports of a subsequent confrontation between sections of the Hamile community and security personnel, during which additional civilians reportedly sustained gunshot wounds and other injuries as a result of military intervention.

Accounts from local representatives and media reports have raised questions about the circumstances surrounding the discharge of firearms and the resulting civilian casualties. These allegations must be independently established.

While FOSDA recognises the difficult and often dangerous responsibilities undertaken by security personnel in protecting Ghana’s territorial integrity, security operations must be conducted in accordance with established standards of professionalism, necessity, proportionality and respect for human rights.

The loss of civilian lives and injuries arising from the subsequent confrontation, if confirmed, must not be overlooked in the broader investigation.

Restoring calm in Hamile is important. However, lasting security requires more than the deployment of security personnel and the imposition of curfews. It requires public confidence, accountability, community engagement and trust between security institutions and the populations they serve.

FOSDA Calls for a Comprehensive Investigation

FOSDA calls on the Government, through the relevant national security and law enforcement institutions, to ensure a thorough, impartial and transparent investigation into the full circumstances surrounding the incident.

In particular, the investigation must establish clear answers to the following critical questions:

1. The origin and supply chain of the explosives.
2. The intended destination and possible end-users.
3. The subsequent confrontation and civilian casualties.

These questions must not remain unanswered. The investigation must go beyond establishing the immediate cause of the explosion to identify any wider trafficking networks, institutional gaps or systemic weaknesses that may have contributed to the incident.

FOSDA’s Recommendations

In light of the incident, FOSDA calls for the following measures:

1. A coordinated and comprehensive national investigation

The Government should ensure effective coordination among the Ghana Police Service, Ghana Immigration Service, Ghana Armed Forces, relevant explosives regulatory institutions and national security agencies to establish the facts, identify any trafficking networks and ensure accountability.

The investigative process should include an independent civilian oversight component, particularly in examining the circumstances surrounding the reported use of firearms and civilian casualties.

2. A review of explosives control and regulation

Relevant authorities should undertake a comprehensive review of existing systems for the licensing, acquisition, transportation, storage and monitoring of explosives. Particular attention should be given to informal supply chains, unauthorised transportation routes and the potential diversion of explosives into illicit activities. FOSDA encourages Ghana to, as a matter of urgency, endorse the UN Declaration on the Use of Explosives in Populated Areas (EWIPA).

3. Strengthening and Empowering Border Security Committees (BOSEC)

Government should prioritise the institutional strengthening, resourcing and operational empowerment of Border Security Committees (BOSEC) to enable them to effectively discharge their mandates across all border communities. This should include adequate logistical and operational resources, regular capacity-building, improved intelligence-gathering and information-sharing mechanisms.

4. Accountability and protection of civilians

The reported civilian casualties arising from the subsequent confrontation must be independently investigated. Any violations of established operational procedures or human rights standards must be addressed through appropriate accountability mechanisms.

5. Strengthened community-security engagement

Government and security agencies should deepen engagement with traditional authorities, local government structures, youth groups and community representatives in border communities.

Communities must be treated as essential partners in identifying and preventing security threats, with accessible and trusted channels for reporting suspicious activities and raising grievances.

6. Enhanced regional cooperation

Ghana should strengthen cooperation with Burkina Faso and other relevant regional partners to address the illicit movement of explosives and other dangerous materials across borders. Intelligence-sharing and coordinated border management are essential to preventing the exploitation of informal routes by illicit networks.

FOSDA recognises the important role played by security personnel in protecting Ghana’s territorial integrity and maintaining peace, particularly in communities along the country’s borders. The death of an Immigration officer in the line of duty is a painful reminder of the risks faced by personnel entrusted with this responsibility.

However, effective national security cannot be achieved through enforcement alone. It requires strong regulatory institutions, effective intelligence systems, accountable security operations, and the confidence and cooperation of communities.

We therefore urge residents of Hamile and surrounding communities to remain calm, cooperate with lawful investigations, and refrain from acts of violence or reprisals.

We further call on the Ministry of the Interior and the relevant national security institutions to provide credible public updates on the investigation, its findings and the measures being taken to address the underlying vulnerabilities.

The Hamile incident must serve as a wake-up call for Ghana. The movement of dangerous explosives across our borders, the potential vulnerabilities in their regulation and the resulting loss of civilian and security personnel lives are matters that demand national attention and decisive preventive action.
