Somali Ambassador’s Tribal Remarks Draw Criticism as Southwest State Crisis Deepens

Somalia’s ambassador to Tanzania, Ilyaas Ali Hassan, has come under fire for comments comparing politicians’ reactions to elections in Southwest State and Galmudug. Critics accuse him of using divisive clan-based rhetoric despite his diplomatic position—and question his own role in the events that helped precipitate the Southwest State crisis.

MOGADISHU, Somalia (WDN) — Somalia’s ambassador to Tanzania, Ilyaas Ali Hassan, has sparked controversy after making remarks framed around clan identities and the shifting reactions of opposition politicians to elections in two of the country’s federal member states.

The ambassador reportedly argued that when Sheikh Adan Mohamed Nur, widely known as Adan Madoobe, was elected to lead Southwest State, many politicians—particularly those from the Hawiye and Darod clans who identified themselves as federal opposition figures—condemned the process. Yet, he suggested, some of those same politicians were now rushing to congratulate Galmudug’s newly elected president.

His comments have drawn criticism not merely for their political message but also for the language and clan-based framing used by a serving diplomat. Critics argue that an ambassador representing Somalia abroad should promote national cohesion and political dialogue, rather than invoke clan identities to score points against political opponents.

A Diplomat Accused of Fueling Division

The controversy has renewed questions about the standards applied to political appointments under President Hassan Sheikh Mohamud. Critics argue that the appointment of politically aligned figures to diplomatic positions risks weakening the professionalism and impartiality expected of Somalia’s representatives overseas.

An ambassador’s role is not simply to repeat the political arguments of the government that appointed him. Diplomats are expected to exercise restraint, represent the country as a whole and avoid language that could deepen internal divisions.

By framing political disagreements through clan identities, Ilyaas risks reinforcing the very divisions that Somalia’s political institutions should be working to overcome. His critics describe the remarks as cheap political rhetoric, unbecoming of someone holding a diplomatic office.

The criticism is particularly pointed because the dispute concerns elections whose legitimacy has been contested by rival political camps. Rather than helping to bridge those divisions, the ambassador’s comments have been interpreted by critics as an attempt to discredit opponents through tribal references.

Questions Over His Role in the South West State Crisis

The criticism goes beyond the ambassador’s public language. Opponents also point to his alleged involvement in the events that preceded the current crisis in South West State.

According to the accusations, Ilyaas was among those who helped facilitate the arrival of federal government forces in Buurhakaba during the confrontation surrounding the Southwest State administration. Critics contend that the military intervention contributed to the escalation of a political dispute that should have been addressed through negotiations.

These are serious allegations and require no verification. Nevertheless, they raise an important question about the responsibilities of political figures who later speak publicly about the legitimacy of elections and the conduct of their opponents.

A diplomat with knowledge of the conflict might reasonably be expected to advocate de-escalation, encourage dialogue and press political leaders to avoid further bloodshed and displacement. Critics argue that those who helped advance a military response to the crisis have little moral authority to lecture others about political consistency without accounting for their own actions.

The fundamental issue is whether Somalia’s political disputes should be resolved through inclusive negotiations and agreed constitutional processes or through the use of federal power to determine outcomes on the ground.

The Galmudug Election and the Question of Consistency

The ambassador’s remarks also touch on a genuine political contradiction that has emerged within parts of the opposition.

Some politicians who previously questioned the legitimacy of Adan Madoobe’s election in Southwest State have congratulated Liibaan Axmed Xasan following his election as Galmudug’s president. Critics of those politicians argue that the apparent change in position undermines their claim to be defending consistent principles of political legitimacy.

But the comparison does not resolve the underlying dispute. Each election must be assessed on its own circumstances, including the process followed, the degree of political agreement and the extent to which competing stakeholders accepted the outcome.

Congratulating a newly elected leader does not automatically mean endorsing every aspect of the process that produced the result. Equally, politicians who have challenged one election while welcoming another should be prepared to explain the distinction.

What is harder to justify is turning those political disagreements into a contest framed around clan identity. Such language risks obscuring the substantive questions of governance, constitutional legitimacy and political consensus that should be at the center of the debate.

Political Loyalty Is Not a Substitute for Diplomacy

The episode has exposed a broader concern about the politicization of public institutions. When diplomatic appointments are perceived as rewards for political loyalty, ambassadors’ risk being viewed as partisan actors rather than representatives of the Somali state.

Somalia’s internal divisions are already severe. The confrontation over Southwest State has heightened tensions between federal authorities and their opponents, while disagreements over elections and the distribution of political authority continue to strain relations between Mogadishu and rival political constituencies.

In such circumstances, public officials should exercise particular care in their language. An ambassador’s words carry institutional weight, even when he is commenting on domestic politics. Clan-based rhetoric can deepen mistrust and make reconciliation more difficult.

Ilyaas’s critics argue that his comments fell well below the standard expected of a senior diplomat. Whether the ambassador intended to provoke or simply to criticize the opposition, the controversy has shifted attention away from the substance of the electoral dispute and towards the divisive language used to discuss it.

The central question is not whether opposition politicians have been consistent in their reactions to elections. It is whether Somalia’s political leaders and representatives can debate those inconsistencies without resorting to clan-based attacks or using state offices as platforms for partisan confrontation.

At a time when Southwest State urgently needs political de-escalation, negotiation and a credible settlement, Somalia’s diplomats should be helping to lower tensions—not adding to them.
