Ebola Between Public Health Emergency and Constitutional Democracy Sampson Parker

As Nigeria approaches the 2027 general elections, concerns surrounding Ebola raise an important national question: Can Nigeria effectively manage a public health emergency without compromising its constitutional democracy?

The potential convergence of an Ebola outbreak and a highly competitive electoral season demands caution, scientific discipline and responsible political leadership.

Ebola is a serious infectious disease that requires prompt detection, effective surveillance, contact tracing, isolation and appropriate clinical management. However, the existence of an outbreak does not automatically justify nationwide restrictions, suspension of political activities or postponement of elections. Public health emergencies must be managed through science, not political expediency.

Danger of Politicising Public Health

Election seasons are periods of intense political competition. Consequently, restrictions on public gatherings, movement and political campaigns could generate suspicion, particularly where such measures appear selective or lack clear scientific justification. Government must therefore ensure that all public health interventions are evidence-based, transparent, proportionate and applied equally to every political party and citizen. Equally, political actors must resist the temptation to undermine legitimate disease control measures for electoral advantage.

Nigeria’s successful containment of Ebola in 2014 demonstrated the value of competent professional leadership, rapid contact tracing, institutional coordination and public trust. These lessons remain relevant today.

** Can Ebola Justify Postponing Elections?**

Perhaps the most sensitive issue is the possibility of an epidemic affecting the constitutional electoral timetable. Nigeria’s Constitution and Electoral Act provide legal frameworks governing elections and the circumstances under which voting may be postponed. A public health emergency does not automatically empower the executive to suspend elections or extend political tenure.

Any postponement must satisfy the relevant legal requirements and be supported by compelling, verifiable circumstances. An epidemic must never become an excuse for constitutional uncertainty or the unnecessary interruption of democratic governance.

At the same time, elections should not be conducted recklessly where genuine health risks demand protective measures. The responsibility of government is to protect both human lives and democratic institutions.

INEC and Imperative of Preparedness

The Independent National Electoral Commission (INEC), working with the Nigeria Centre for Disease Control and Prevention (NCDC), should develop appropriate contingency arrangements for the electoral season. These should include protection of electoral personnel, surveillance around major political activities, scientifically justified safety measures and safeguards against the disenfranchisement of citizens in affected communities. Such arrangements must be guided by verifiable epidemiological evidence rather than speculation or political pressure. Preparedness must never be confused with an intention to postpone elections.

Public Health Is National Security

The possible economic and social consequences of an uncontrolled Ebola outbreak should also concern Nigeria. Beyond mortality and illness, epidemics can disrupt commerce, restrict movement, overwhelm hospitals and weaken investor confidence. Nigeria must therefore strengthen disease surveillance, laboratory capacity, emergency medical facilities and healthcare workforce preparedness.

Emergency expenditure must also be transparent and directed towards measurable improvements in disease containment rather than excessive publicity and administrative activities. The true measure of public health preparedness is not the number of campaigns launched, but the number of infections prevented and lives saved.

A National Responsibility

The federal government, state governments, INEC, political parties, professional associations and civil society must recognise their shared responsibility to preserve public health and constitutional order.

A coordinated national framework should clearly distinguish legitimate disease control measures from unnecessary restrictions on political participation. Emergency powers must remain accountable, proportionate and consistent with the rule of law.

Conclusion: Protect Lives, Preserve Democracy

As the 2027 elections approach, Nigeria must neither underestimate Ebola nor exaggerate its implications. We must avoid allowing fear, misinformation or political suspicion to undermine necessary public health interventions. Equally, no health emergency should become an instrument for compromising constitutional safeguards.

Nigeria has demonstrated before that it can contain Ebola through scientific discipline and effective institutional coordination. It must now demonstrate that it can protect public health while preserving democratic stability. Ebola must not become a political weapon.

Public health must not become an excuse for constitutional uncertainty. And the 2027 elections must not become a casualty of institutional failure.

Let science protect our lives. Let the Constitution protect our democracy. Let neither be sacrificed on the altar of political expediency.
