Russia’s Port Elga Coal Terminal Hits Full Capacity Just Two Months After Official Launch

The Port Elga coal terminal in Russia’s Khabarovsk Territory reached its designed operational capacity in October 2026, handling 2.5 million tonnes of coal during the month.

The monthly shipment volume represents an annual throughput rate of 30 million tonnes, marking the facility’s transition to full capacity just two months after its official launch at the Eastern Economic Forum (EEF) 2026.

Located at Cape Manorsky, the terminal serves as the coastal export point for coal extracted from the Elga deposit in the Sakha Republic, also known as Yakutia.

Pacific Railway Connects Elga Deposit to the Coast

The terminal forms part of a transport network linking the coal-producing region to the Sea of Okhotsk.

The logistics connection was completed in September 2025 with the opening of the Pacific Railway, a 531-kilometre line connecting the Elga deposit to the coast.

The railway can transport up to 50 million tonnes of coal annually, while the maritime terminal has a designed capacity of 30 million tonnes per year.

Transport Infrastructure Built With 140 Billion Ruble Investment

The railway and port infrastructure were developed through a combined investment of 140 billion rubles.

According to Elga Management Company chief executive Alexander Isaev, the transport system enables the company to maintain a continuous flow of coal to its main export markets.

The different capacities of the railway and terminal provide for the movement of coal from the mining site to the port before it is shipped overseas.

Elga Coal Production Expected to Exceed 40 Million Tonnes

The terminal’s increased shipping activity comes as coal production at the Elga deposit continues to grow.

The mine produced 35.1 million tonnes in 2025, while output is projected to exceed 40 million tonnes by the end of 2026.

With the Port Elga terminal now operating at its designed monthly capacity, the facility can handle up to 30 million tonnes of coal annually.
