Syria Faces Fresh Security Crisis as Armed Attacks, ISIS Cells and Suwayda Tensions Challenge Government Control

The Syrian government is facing renewed security challenges as attacks on security personnel, tensions in Suwayda and operations against suspected Islamic State (ISIS) cells continue across the country.

Recent incidents in Daraa and Hama provinces have raised concerns about the safety of government forces, while restrictions on movement in Suwayda have added to tensions between local armed groups and the authorities.

The government is also conducting security operations against suspected ISIS members in areas around Damascus, where officials say militant cells continue to pose a threat.

Security Officer Killed in Attack on Daraa Checkpoint

Syria’s state news agency, SANA, reported on October 25 that a highway security officer was killed and another wounded when armed men attacked a security checkpoint in the Busra al-Sham area of eastern Daraa province.

According to SANA, Internal Security Forces units responded to the attack and arrested the alleged perpetrators following an exchange of gunfire. Authorities said investigations were continuing to establish the circumstances and motives behind the incident.

Daraa played a significant role in the uprising against the Assad government that began in 2011. The province experienced years of division and violence during the civil war, including numerous unexplained killings between 2018 and 2024, when the former regime maintained control over the area. Some of those killings may have been linked to local disputes.

SANA said the latest attack followed an incident on October 13 in which three highway security officers were killed when their patrol was attacked along the Salamiyah-Athriya road in eastern Hama province.

Although the attacks occurred in different locations, both incidents demonstrate the continuing risks faced by Syrian security personnel.

Suwayda Highway Closure Deepens Tensions With Damascus

Tensions have also continued in neighbouring Suwayda province, where SANA reported that armed groups blocked the main highway linking the area to Damascus on Saturday.

The agency said the road was closed in both directions at the Um al-Zaytoun checkpoint, which it described as being controlled by a local armed group. Qutaiba Azzam, director of media relations at the Suwayda Media Department, said the groups had prevented vehicles from passing.

SANA also reported that approximately 100 employees had been unable to reach their workplaces earlier in the week. Previous restrictions had prevented students from leaving the province to sit national examinations.

Druze authorities have rejected the government-aligned agency’s account of the situation. The competing positions reflect the continuing dispute over control and administration in Suwayda, where local groups have sought varying degrees of independence from Damascus.

Residents Face Difficult Living Conditions and Movement Restrictions

On October 18, Suwayda Governor Mustafa al-Bakour warned that residents were experiencing difficult living conditions and deteriorating security.

According to SANA, al-Bakour accused armed groups of carrying out kidnappings and threats and of obstructing attempts to resolve the situation.

The restrictions on roads and civilian movement have affected residents’ ability to travel, work and access education. They have also highlighted the difficulties facing the Syrian government as it attempts to restore administrative control in the province.

The dispute has been further aggravated by comments from US envoy Tom Barrack criticising Suwayda over drug smuggling, according to the report.

Suwayda remains outside effective government control, and disagreements between Damascus and local Druze groups continue to complicate efforts to resolve the security situation.

Israeli Raids Add to Tensions Along Syria’s Southern Border

Security concerns in southern Syria also involve Israeli military activity near the border. Israeli patrols and raids into Syrian villages have fuelled anger among residents.

Last week, a Syrian was killed, prompting protests, according to the supplied report.

Israel has called for southern Syria to be demilitarised, restricting the deployment of Syrian forces in the area to lightly armed Interior Ministry personnel.

The situation in Daraa and Suwayda has implications for the wider region near Israel’s border and the Golan Heights, where instability could complicate efforts to establish security arrangements.

The Syrian government is seeking to extend its authority across the south, but local armed groups, unresolved disputes and cross-border tensions continue to present obstacles.

Syrian Forces Target Suspected ISIS Cell Near Damascus

Syrian security forces have also continued operations against suspected ISIS members in areas surrounding the capital.

According to Rudaw, two members of Syria’s Internal Security Forces were killed and five wounded during an operation targeting an ISIS cell in Rankous, about 45 kilometres north of Damascus.

The Internal Security Forces said the suspects refused to surrender and opened fire. The operation reportedly ended with five suspected ISIS members killed and six arrested. Authorities also seized weapons and explosive belts.

SANA reported the operation, saying it was conducted in cooperation with the General Intelligence Service.

The incident adds to concerns about the continued presence of ISIS cells despite a decline in the group’s attacks in parts of Syria.

Intelligence Operation Disrupts Alleged ISIS Plot

The Rankous operation followed an announcement on October 16 that Syrian intelligence and security forces had disrupted an alleged ISIS plot to attack a police patrol in the Damascus countryside.

Two suspects were arrested, and an explosive device was seized, according to the report.

Rudaw cited an August 27 report by the Lead Inspector General for Operation Inherent Resolve, which described a reduction in ISIS attacks following the withdrawal of US forces in April while noting that attacks on Syrian government forces had continued.

The recent operations indicate that suspected ISIS cells remain a concern for the authorities as they seek to secure Damascus and surrounding areas.

Syria’s Government Faces Multiple Security Challenges

The incidents across Daraa, Hama, Suwayda and the areas around Damascus reflect several distinct security problems facing the Syrian government.

Attacks on security personnel have continued in Daraa and Hama, restrictions on movement have heightened tensions in Suwayda, and suspected ISIS cells remain targets of operations near the capital.

The threats are not necessarily connected, but they demonstrate the fragmented security environment confronting Syria’s new government.

In Suwayda, Druze groups have accused the government of complicity in the killing of more than 1,000 people in July 2025. The allegations remain part of the wider dispute between local communities and Damascus.

For Israel, developments in Daraa and Suwayda are significant because of their proximity to the Golan Heights and the wider southern border region.

The government’s efforts to consolidate control therefore continue amid local opposition, armed attacks, militant threats and tensions involving Israel.
