New domicile certificates for foreign spouses start Monday

The home affairs ministry will begin issuing certificates of domicile to foreign nationals married in good faith to Namibian citizens from 21 September.

The ministry on Friday made the announcement in a public notice.

The new certificates follow amendments to the immigration control regulations and replace the certificates of identity previously issued to spouses of Namibian citizens.

“Applicants must submit a completed application form, motivation and support affidavits, passport photographs, certified identification documents, a marriage certificate, police clearances and proof of residence, among other requirements,” reads the notice.

The notice says applicants and their spouses may be required to attend interviews to verify information and establish the bona fides of the marriage.

Where a marriage is not registered in the Marriage Register, couples will first be required to have it registered.

The notice states that applications must be submitted in person at designated Ministry of Home Affairs, Immigration, Safety and Security counters.

Applications sent by email will not be accepted.

Once approved, applicants must pay a N$1 600 fee before the certificate is issued.

The ministry says existing confirmation letters of domicile will remain valid until further notice, although holders are encouraged to apply for the new certificates.

The ministry says dependent children are not eligible for the new certificates and must continue using the existing provisions for confirmation letters or certificates of identity.
