The Netherlands has closed its embassy building in Cairo to the public until further notice, citing demonstrations outside the mission as a precautionary security measure. The decision came amid protests demanding information about the detention in the Netherlands of Egyptian national Ahmed Nasser and calling for his release.

The Dutch Foreign Ministry said people with scheduled appointments at the embassy had been, or would be, contacted about rescheduling. Services provided by VFS Global in Cairo are continuing, the ministry said. It did not announce a reopening date or provide further details about the demonstrations.

Dutch nationals needing urgent consular assistance were directed to contact the ministry’s emergency number, +31 247 247 247.

The protests followed Nasser’s arrest in the Netherlands on October 11. Egyptian media identify him as deputy head of the Union of Egyptian Youth Abroad. Demonstrators gathered outside the Dutch mission in Cairo the following day, carrying his photograph and placards demanding that authorities disclose where he was being held.

Protesters said Nasser had been on his way to the Egyptian Embassy in the Netherlands with other young Egyptians to take part in a gathering supporting the Egyptian state. They contrasted his arrest with demonstrations they said had been permitted outside Egypt’s mission in the Netherlands, arguing that the different treatment required an explanation.

The circumstances surrounding Nasser’s arrest have not been fully detailed in the Dutch embassy’s closure notice. Egyptian media reports have offered accounts of the events leading up to it, but the closure announcement itself did not state the grounds for his detention. The protesters’ demands therefore included both access to information about his location and clarification of the case.

The issue has also reached the diplomatic level. Egypt’s Foreign Minister, Badr Abdelatty, spoke by telephone with Dutch Foreign Minister Tom Berendsen on October 12, according to Egypt’s Foreign Ministry. Abdelatty requested an explanation of the arrest and urged Nasser’s swift release. He also raised the security of Egypt’s embassy in The Hague, invoking the Netherlands’ responsibilities under the 1961 Vienna Convention on Diplomatic Relations.

That convention sets out obligations governing diplomatic relations, including the protection of diplomatic missions by the state in which they are located. Abdelatty’s remarks connected the dispute over Nasser’s detention with the wider question of ensuring the safety of both countries’ diplomatic premises. The two foreign ministers agreed to continue consultations, the Egyptian account said.

The case prompted scrutiny in Egypt’s parliament as well. Tarek Radwan, head of the House of Representatives’ Human Rights Committee, called on Dutch authorities to clarify the legal basis for Nasser’s detention and disclose his status. He also called for Nasser to have access to a lawyer and to be able to communicate with his family.

The Dutch embassy’s public-closure announcement did not refer directly to Nasser or to Egypt’s diplomatic requests. It cited demonstrations outside the building and said the closure was precautionary. No damage or specific security incident was identified in the announcement.

The move temporarily changes how the public can access the diplomatic mission, while leaving the visa application services operated by VFS Global in Cairo unaffected. People with embassy appointments will need to wait for new dates, and the embassy has not indicated when normal public access will resume.

The episode has unfolded across two countries and involved different concerns: the legal circumstances of an individual’s detention, the right to consular and legal access, the handling of demonstrations near diplomatic premises, and the safety of embassy staff and property. Public statements so far have not resolved the central questions raised by protesters—where Nasser is being held, what legal grounds underlie his arrest, and what steps will follow.

For now, the Netherlands’ decision is limited to closing its Cairo embassy building to visitors. The continuation of VFS Global services means that visa applications are not covered by the closure, while embassy appointments are being rescheduled. The diplomatic consultations and demands for clarification remain ongoing.
