Newham councillors have unanimously backed a motion calling on the council not to use its resources to support immigration raids except where it is legally required to do so.

Members voted in favour of the proposal at a full council meeting on Monday, arguing that residents should be able to access public services without fear of immigration enforcement.

The motion, put forward by the Newham Independents group, states that the council should only co-operate with immigration raids “where there is a clear legal obligation to do so” and should not actively assist operations through the use of council staff, buildings or equipment.

Councillors also agreed that council workers should not be expected to act as immigration enforcement officers.

The proposal was backed unanimously by Labour, Green and Newham Independent councillors.

However, Newham Council said the motion largely reflects its existing approach.

A council spokesperson said: “Newham Council does not, and has not for many years, supported immigration raids by the Home Office or any other agency.”

The motion argued that immigration enforcement activity can discourage people from seeking help or accessing services, particularly those who may be vulnerable or at risk of exploitation.

It added that Newham, one of the UK’s most diverse boroughs, has a long history of welcoming people seeking “safety, opportunity and a better life”.

“The council has a responsibility to ensure that its own resources, information and services are used to support the safety and wellbeing of Newham residents and are not unnecessarily used to facilitate immigration enforcement,” the motion stated.

The vote is the latest step in the borough’s efforts to position itself as a welcoming destination for refugees and asylum seekers.

Councillors previously backed plans for Newham to become a “Borough of Sanctuary” in 2023 and reaffirmed that commitment earlier this year. The initiative commits the council to creating a safe and welcoming environment for people seeking refuge, while helping them access local services and support.

The motion also follows research carried out by think tank British Future, which found that most Newham residents viewed the borough’s diversity as a positive asset.

A council spokesperson said: “Newham is proud to be a member of the Borough of Sanctuary network of local authorities which promises to offer welcome and support to refugees, asylum seekers and other people seeking sanctuary.

“We ensure this vulnerable group can access services, support and protection.”

While Monday’s vote does not represent a change in council policy, councillors said it sends a clear message that local authority resources should not be used to support immigration enforcement activity unless required by law.
