President John Dramani Mahama has ordered the Minister for Works, Housing and Water Resources and the Minister for Local Government, Chieftaincy and Religious Affairs to produce an administrative and operational framework that will clearly define the roles, responsibilities and working relationship between the Tema Metropolitan Assembly (TMA) and TDC Ghana Limited within 14 days..
The directive is contained in a letter dated August 28, 2026, signed on behalf of the President by the Secretary to the President, Callistus Mahama, following the continuing impasse between the two institutions.
The letter noted that the framework must set out mechanisms covering five key areas: development permitting, infrastructure coordination, revenue obligations, information sharing, and dispute resolution, alongside provision for periodic engagement between the TMA and TDC.
The document is expected to formally separate the functions of the two institutions.
The TMA will retain its municipal and regulatory mandate, while TDC will concentrate on commercial property development and related responsibilities, with neither institution allowed to assume or exercise functions legally assigned to the other.
Government gave the two ministers 14 days from the date of the letter to convene the leadership of both TMA and TDC, agree on the framework, and submit it to the President together with a report on the resolution of all outstanding matters.
