Liberia Imposes 21-Day Isolation and Monitoring Rules for Travelers Amid Regional Ebola Threat

MONROVIA — Travelers arriving in Liberia who have passed through or originated from the Democratic Republic of the Congo must now self-isolate for 21 days under active daily health surveillance. Additionally, incoming passengers from Uganda, Kenya, and Nigeria face 21 days of continuous monitoring. These emergency measures follow Nigeria’s confirmation of an Ebola case involving a traveler who flew from the DRC via Uganda, according to Liberian health authorities.

Sia Wata Camanor, Interim Director General of the National Public Health Institute of Liberia (NPHIL), announced the updated regulations during a Ministry of Information press briefing in Monrovia. The restrictions, outlined in Travel Advisory No. 2 issued jointly by NPHIL and the Ministry of Health, take effect immediately.

Under the provisions of the advisory, individuals coming from Uganda, Kenya, and Nigeria will undergo monitoring for the full 21-day period but are not required to self-isolate. Camanor emphasized that these proactive measures are designed to strengthen early detection protocols and minimize the risk of cross-border disease transmission as the regional situation develops.

The heightened precautions were triggered after Nigerian health officials confirmed an Ebola diagnosis in Abuja on October 20. The patient had traveled from the DRC to Nigeria on an international flight with a layover in Uganda. Upon arrival in Abuja, she was admitted to a private medical facility and treated for several days before laboratory tests confirmed the virus.

Nigerian authorities have isolated the patient and identified at least 44 high-risk contacts as contact-tracing efforts continue.

In response, Liberia has fortified health screening operations across all entry points, including airports, seaports, and land border crossings, in compliance with International Health Regulations and national standard operating protocols. Enhanced surveillance is currently underway at Roberts International Airport as well as critical land borders, such as Ganta Junction in Nimba County and Bo Waterside in Grand Cape Mount County.

All arriving passengers are mandated to complete detailed surveillance forms detailing their current health condition, recent travel itineraries, and potential exposure history. Port health officers will perform mandatory temperature checks and clinical screenings. Any traveler suspected of harboring Ebola or other communicable diseases will be isolated and managed according to established national health guidelines.

Conveyances—including aircraft and land vehicles—suspected of carrying infected individuals, contaminated cargo, or human remains will undergo immediate decontamination procedures at border control points. Both transport operators and passengers are instructed to adhere to strict hygiene practices, such as frequent handwashing, using hand sanitizer, and minimizing unnecessary physical contact.

Health officials are also paying close attention to international athletes and delegates attending an ongoing African championship in Liberia. NPHIL is collaborating directly with tournament organizers to track participants arriving from various regions across the continent.

To support these enhanced operational measures, authorities are dispatching additional infection prevention supplies to front-line surveillance teams and securing essential reagents to expand diagnostic laboratory capacity.

In a significant operational upgrade, the National Reference Laboratory was officially connected to the national power grid with assistance from the Liberia Electricity Corporation and the World Bank, ending over 35 years of reliance on off-grid power solutions. Concurrently, the Ministry of Public Works has improved key access roads to facilitate the prompt transportation of medical samples during the rainy season.

Travelers displaying symptoms of Ebola or other infectious illnesses are urged to report immediately to the nearest health facility, contact the national health hotline at 4455, or call 588 for emergency medical transport. Health officials continue to advise the public to stay calm, maintain proper hygiene habits, cooperate with screening personnel, and trust verified updates from NPHIL and the Ministry of Health.
