Parents of Moroccan students who graduated from Ukrainian universities are asking Ukraine’s ambassador to Morocco to urge authorities to respect legal deadlines for processing applications to recognize their foreign degrees, according to Hespress AR sources familiar with the matter.
The request primarily concerns the 2025 graduating class in architecture, whose students continued their studies remotely from Morocco amid the exceptional circumstances caused by the war in Ukraine.
About 73 Moroccan architecture graduates have been waiting for their applications to be processed since submitting them to Morocco’s Ministry of Higher Education, Scientific Research and Innovation in September 2025, according to the sources.
The ministry, led by Minister Azzeddine El Midaoui, has welcomed the process. However, the sources said the applications remain stalled because the Ministry of National Territory Planning, Urban Planning, Housing and City Policy, which oversees architecture in Morocco, has not approved the equivalency requests.
The ministry has reportedly requested that a specialized sectoral committee in science and technology first assess the graduates’ academic and educational qualifications.
The sources said no final deadline or clear procedure has been established for the committee’s assessment, leaving the graduates uncertain about when their applications will be resolved.
Parents have asked Ukraine’s ambassador to Morocco, Serhii Sayenko, to intervene with the relevant authorities and press for the applications to be handled under the same conditions applied to the 2024 graduating class.
The 2024 graduates had also continued their studies under exceptional circumstances linked to the war between Russia and Ukraine.
The sectoral committee responsible for the 2025 graduates’ applications is expected to meet in September, according to the sources. Meanwhile, the applications remain listed as “under review” on the higher education ministry’s online platform for recognizing foreign degrees.
The National Association of Parents of Moroccan Students in Ukraine has also called for the legal deadlines for processing the applications to be respected. It referred to a March 2023 memorandum and a joint statement issued by the higher education and housing ministries, which had confirmed that Moroccan students could continue their studies remotely at the time.
The association previously met with the director of legal affairs, equivalencies and disputes at the higher education ministry and an adviser to the Ukrainian ambassador to Morocco.
During that meeting, officials confirmed that residence certificates issued before Feb. 24, 2022, would continue to have legal effect and that supporting documents had been submitted to the relevant ministry.
