South Africa Coalition Politics: 2026 Mistra Barometer Reveals Surprising Stability

JOHANNESBURG, Gauteng — As South Africa coalition politics continues to evolve in the post-2021 electoral landscape, a comprehensive new study challenges the prevailing narrative of perpetual governmental collapse. The 2026 Mistra coalition barometer, a monitoring project and research report produced by the Mapungubwe Institute for Strategic Reflection (MISTRA), reveals that multi-party governance structures are proving far more resilient than the public perceives.

Building on MISTRA’s foundational research, including its seminal publication Marriages of Inconvenience: The Politics of Coalitions in South Africa, the barometer tracks and analyzes the evolving landscape of coalition governance. It evaluates stability, service delivery challenges, legislative frameworks, political negotiations, and the shift between value-based versus arithmetic alignments within multi-party structures.

For the first time, the institute is releasing the barometer’s findings as an open data set. According to MISTRA researcher Laurence Caromba, the public can now download, modify, and analyze the raw data directly from the institute’s website to better understand local governance dynamics.

Debunking the Instability Myth

A common public perception is that coalition governments in South Africa are inherently fragile and constantly on the verge of collapse. However, Caromba’s analysis of the data presents a more nuanced reality.

Looking back at the 2021 local government elections, which resulted in 70 new local coalition or hung council governments, the data shows remarkable endurance. More than four years later, more than half of the lead parties in those original coalitions remain in power. While coalitions are somewhat unstable, Caromba notes they are not as unstable as many believe, and structural factors can now be used to predict which municipalities are most at risk.

Strategic Maneuvers of Major Political Parties

The barometer also identifies distinct, recurring patterns in how different political parties navigate the strategic constraints of coalition governance to maximize their self-interest.

• The Patriotic Alliance (PA):

The data highlights the PA as a “junior partner with senior offices.” The party converts government membership into government leadership at a significantly higher ratio than its peers, frequently securing high-profile mayoral positions even when it is not the largest member of the coalition.

• The African National Congress (ANC):

While the ANC enjoys broad national support, it struggles to cross the 50% threshold in several municipalities, forcing it to recruit broadly from various partners. Caromba notes that the ANC’s mayoral appointments in economic hubs like Johannesburg, as well as in Nelson Mandela Bay, reflect internal party patterns and self-interest rather than strictly aligning with community expectations for dedicated service delivery.

• The Democratic Alliance (DA):

The DA operates with a strict model of leadership. Its strong preference is to lead coalitions and advance its specific governance model. The data shows that when the DA is in government, it is almost always the leader; when it is not the leader, it tends to exit government entirely, rarely elevating junior partners.

• The Economic Freedom Fighters (EFF):

Unlike the Inkatha Freedom Party (IFP), which dominates specific regions in KwaZulu-Natal, or the DA in the Western Cape, the EFF’s support is highly dispersed across the country. This lack of regional strongholds acts as a major strategic constraint, shaping much of the party’s coalition behavior.

The GNU Anomaly and Future Political Fragmentation

The report also addresses the national Government of National Unity (GNU), describing it as an “exceptionally unusual” coalition. When measured against the metrics used for local coalitions, the GNU is an anomaly: it is massive, includes an extremely ideologically diverse range of parties, and holds a parliamentary majority far larger than technically required. The pairing of the ANC and the DA at the national level remains a highly uncommon phenomenon.

Looking ahead, Caromba points to a constant trend over the last two to three election cycles: increasing political fragmentation. South African voters are increasingly splitting their votes among a growing number of parties, with each individual party wielding a smaller share of the total vote.

This fragmentation suggests that the political system may soon require unprecedented coalition pairings. While parties currently maintain strict ideological red lines, Caromba emphasizes that future alliances will ultimately be dictated by the balance of political power created by voters. As the landscape shifts, parties will continue to adapt, doing their best to advance their policy preferences within whatever new framework the electorate dictates in upcoming elections.
