November fuel levy cut brings cheaper prices at pumps

A temporary November fuel levy cut was announced by Finance Minister Enoch Godongwana in last week’s 2026 Medium-Term Budget Policy Statement (MTBPS). But how much will motorists actually save when reductions kick in?

Well, it’s too early to tell, until the Central Energy Fund (CEF) finalises its figures for next month. Nevertheless, the first phase of the November fuel levy cut kicks in on Wednesday 4 November 2026, which just so happens to be the local municipal election public holiday.

NOVEMBER FUEL LEVY CUT

As The South African has already reported, the November fuel levy cut amounts to R1.50 per litre for petrol and R3 per litre for diesel. This relief runs from November until the 1 December 2026, after which smaller cuts will remain in place until 5 January 2027. From 1 December, the relief will fall to R1 per litre for petrol and R1.50 per litre for diesel.

As mentioned, the CEF’s measures are intended to cushion households and businesses against sharply rising cost of living. This is being driven by higher international oil prices and disruption linked to conflict in the Middle East-Iran war.

LIKELY SAVING FROM NOVEMBER FUEL LEVY CUT

The savings for everyday South Africans become easier to understand when calculated against a typical tank of fuel. Taking a vehicle with a 50-litre petrol tank, the initial levy reduction represents R75 in potential savings. Meanwhile, for a diesel vehicle with the same tank capacity, the reduction represents R150.

During the second phase, the corresponding savings fall to R50 for petrol and R75 for diesel, respectively. Of course, these estimates reflect the November fuel levy cut alone. They do not take into account how South African fuel prices will be adjusted due to oil prices, rand-dollar exchange rate and other regulated costs next week.

STUCK IN CYCLE OF POVERTY

Moreover, the November fuel levy cut is meant to cushion other knock-on effects through the greater economy. Higher fuel prices affect commuting, transport operators, food distribution and the cost of moving goods. Diesel is particularly important to freight and agriculture in South Africa. So, reducing the levy can help ease pressure on businesses and motorists, until prices normalise again (if ever).

Godongwana also confirmed that the temporary relief would cost the CEF some R10 billion in revenue over two months. For now, motorists should keep a close eye on official monthly fuel-price announcements before filling up. The relief, while meaningful, is not a permanent solution to South Africa’s exposure to global energy prices.
