Galmudug Election Exposes Divisions Within Somalia’s Opposition as Key Leaders Break Ranks

Opposition figures from Galmudug congratulate the newly elected regional president despite their camp’s longstanding objections that the process lacked consensus and amounted to a unilateral appointment backed by President Hassan Sheikh Mohamud. Their endorsements raise questions about the opposition’s unity and political credibility.

DHUSAMAREB, Somalia (WDN) — Somalia’s opposition camp is facing fresh questions over its unity and consistency after several politicians congratulated Galmudug’s newly elected president, Libaan Ahmed Hassan (Shuluq), despite the opposition’s longstanding criticism that the regional election lacked broad political consensus and was effectively controlled by President Hassan Sheikh Mohamud’s administration.

Among those offering congratulations were former Prime Minister Mohamed Hussein Roble, former Galmudug president Abdikarim Hussein Guled and opposition MP Abdirahman Mohamed Hussein, widely known as Odowaa. All have been associated with opposition political circles, although their statements supporting the new leadership have highlighted differences within the broader camp.

Their reactions contrast with the position taken by prominent opposition figures who declined to endorse the election, arguing that the process was one-sided and lacked the political agreement necessary to confer wider legitimacy.

For the opposition, the question is not simply whether Liibaan won the parliamentary vote. It is whether a process they have criticized as politically predetermined can be accepted without resolving the objections that helped fuel the standoff with Hassan Sheikh’s government.

Opposition Figures Offer Congratulations

Roble, who is part of the Salvation Forum leadership, congratulated Liibaan and prayed for his success in carrying out what he described as a heavy responsibility.

Guled, a former Galmudug president and member of the Haybad Qaran alliance, also offered warm congratulations. Describing Liibaan as a capable and experienced leader, he expressed confidence that the new president could help Galmudug overcome its difficult circumstances and promote stability and development.

Guled called on Galmudug’s political leaders, both government supporters and opposition figures, to welcome the new president in good faith and cooperate with his administration.

Odowaa likewise praised Liibaan’s leadership qualities, saying he believed the new president could strengthen unity, social cohesion and understanding among the people of Galmudug.

MP Abdiladiif Sanyare also congratulated the newly elected leadership. Separately, the Justice and Solidarity Party (JSP), led by President Hassan Sheikh Mohamud, welcomed Liibaan’s victory and wished him success in promoting peace, unity and development.

The statements were largely framed as expressions of goodwill towards the new regional leadership. Politically, however, they have drawn attention on the broader implications for matters of principle, because they came from figures associated with an opposition environment that has challenged the legitimacy of election arrangements backed by the federal administration.

The Central Dispute: Consensus or Appointment?

The dispute over Galmudug’s election reflects a wider confrontation between Hassan Sheikh’s government and its opponents over political legitimacy, electoral arrangements and the role of consensus in Somalia’s federal system.

Opposition critics have argued that elections conducted without an inclusive political agreement risk becoming exercises in confirming choices already favored by the incumbent leadership. In their view, a parliamentary vote alone cannot resolve the legitimacy dispute if the process leading to it is perceived as one-sided.

The opposition’s central grievance has been that Hassan Sheikh’s administration has pursued political arrangements without securing the agreement of its principal opponents. That disagreement has contributed to the broader impasse between the government and opposition leaders.

Against that background, the congratulations from several politicians raise an uncomfortable question: if they previously shared or supported objections to the process, what has changed to justify welcoming its outcome?

Their statements do not, by themselves, establish that they have formally abandoned the opposition or endorsed every aspect of the election. Nor does congratulating a newly elected leader necessarily mean accepting all the political arrangements behind his victory. But without a clear explanation, the shift risks creating the impression that the opposition’s objections are negotiable when individual political interests are at stake.

A Test of Opposition Credibility

The contrast between those who congratulated Liibaan and the heavyweight opposition figures who withheld their endorsement could expose divisions within the opposition at a sensitive moment.

A political camp challenging the legitimacy of a government’s electoral approach needs a coherent position, clear principles and a credible explanation for any change in stance. Otherwise, the government can point to opposition figures’ own statements to argue that its political process has received wider acceptance than its critics acknowledge.

Opposition leaders are therefore entitled to demand clarification from members whose public positions appear inconsistent with the camp’s stated objections. If those politicians no longer accept the opposition’s common position, they should explain their reasoning openly rather than leave supporters to guess whether political principle has given way to individual calculation.

Some opposition members may argue that cooperation with the new Galmudug administration is necessary for stability or that congratulating a winner is a customary gesture. Those explanations deserve consideration. But they do not remove the need to address the substantive disagreement over the election process.

The opposition should distinguish between recognizing a political outcome and endorsing the process that produced it. It must also decide whether membership in its political camp carries shared commitments or merely provides a loose platform for politicians pursuing separate interests.

Liibaan Wins the Vote, but the Political Questions Remain

According to the report, Liibaan Axmed Xasan defeated rival candidate Abdulqadir Abdullahi Diiriye, receiving 72 votes to win the Galmudug presidency. Cabdiweli Ibraahim Garyarye was elected vice-president with 64 votes.

The result establishes the winners of the parliamentary contest, but it does not automatically settle the broader political arguments surrounding the process.

The real test will be whether the new administration can build confidence beyond its immediate political supporters, work with rival constituencies and govern in a way that reduces rather than deepens divisions.

For Somalia’s opposition, the episode is also a test of political discipline. It cannot convincingly condemn one-sided electoral arrangements while allowing apparent inconsistencies within its own ranks to pass without explanation.

The opposition’s credibility depends not only on challenging Hassan Sheikh’s political decisions, but also on demonstrating that its own positions are guided by consistent principles. If prominent members believe the Galmudug election was legitimate after all, they should explain why. If they still believe it lacked consensus, their congratulations require clarification.

The issue is not whether political opponents should ever cooperate with a newly elected administration. It is whether the opposition can maintain a coherent position on the rules governing political legitimacy—or whether its public objections can be quietly set aside when individual politicians choose to break ranks.
