The 975 Feet Of Pavement That Rewrites Avelo Airlines' Entire East Coast Strategy

You'd think that the budget airline formula is straightforward: you create a brutally cost-efficient operation and charge low fares. However, budget airlines are actually difficult to pull off successfully because they don't earn a lot of revenue and many people consciously choose full-service carriers in spite of the price premium.

This is why the newer budget carriers in the US are operating out of airports with minimal competition, with Avelo Airlines choosing Tweed-New Haven Airport (HVN) as its largest base of operations. That is a perfectly sound strategy, since New Haven has almost no competition. However, the airport has a very short runway, resulting in performance restrictions for Avelo's 737s.

These are modestly sized compared to other airliners, but huge compared to the planes that New Haven has traditionally seen in the past. However, New Haven is planning to extend the runway by 975 feet (297.2 meters), a project that's anticipated to begin later in 2026. This will change everything for Avelo Airlines.

Avelo's Current Operations Out Of New Haven

Avelo Airlines is an ultra-low-cost carrier operating Boeing 737s. It initially operated a mix of 737-700s and 737-800s, but has since sold nearly all of its 737-700s, making the 737-800 the primary aircraft in its fleet of 16 aircraft. The 737-800 is more economical to operate because it seats significantly more passengers while barely consuming any more fuel.

However, it does use up more runway, which isn't usually an issue unless you're Avelo Airlines. Avelo's network out of New Haven is quite diverse, as it serves cities like Cleveland, Atlanta, Dallas/Fort Worth, Charlotte, and Houston, destinations that appeal more to business travelers.

Meanwhile, Avelo also connects New Haven with tourist destinations like Key West, Daytona Beach, Myrtle Beach, West Palm Beach, Fort Lauderdale, San Juan, and more. Because Avelo Airlines is a ULCC, the tourist routes are the carrier's bread and butter, and its only competitor out of New Haven is Breeze Airways, which serves the airport as a spoke.

For Avelo, its 737-800s work wonderfully on its routes because they're cost-effective to operate while carrying 189 passengers. However, New Haven's runway is old and short, at only 5,600 feet (1,707 meters). Avelo routinely faces capacity restrictions on its 737-800s, with the planes limited to as few as 162 passengers. 162 passengers on a 737-800 with only economy seats can be challenging with the fares that Avelo charges, but the runway extension will address this issue.

A Runway Extension At New Haven

There have been discussions for years about extending HVN's runway, with the project experiencing significant pushback from residents. Some airlines expressed interest in launching, adding, or maintaining service to New Haven, but were concerned with the runway length, which limits the weight that these planes can depart at. This restricts either how many passengers can be carried or how much fuel can be loaded, therefore resulting in reduced payload or limiting an aircraft's range.

In December 2023, following an environmental review, the FAA approved an extension for Runway 02/20. The project subsequently faced legal challenges, but the FAA's decision was upheld in July 2026, allowing for the extension (as well as a new terminal) to proceed. The airport still needs to gain permits from local and state agencies, but it will be proceeding with the project. Exact dates have not been published, but the extension is meant to begin in late 2026 and to be completed by 2028.

The benefits are obvious: by increasing the length to 6,575 feet (2,004.2 meters), airlines can operate longer routes with more passengers onboard. Avelo will be able to fly its 737-800s with all 189 seats occupied, and the airport may attract more service. However, the other benefit that was cited by the FAA is that extending the runway would actually result in fewer flights than if the extension was denied.

The agency concluded that the airport's service would grow anyway due to increasing demand, but extending the runway would allow airlines to operate full flights and larger aircraft types. In turn, this would result in fewer flights than if the extension wasn't approved, since airlines would need to increase frequencies otherwise to meet demand, and therefore less pollution.

The Other Major Project At New Haven

The runway extension will significantly improve the commercial viability for airlines to operate routes to New Haven, but the more impactful project for passengers is a new terminal. The current terminal is ancient and not equipped to handle current passenger levels. There are currently only three gates along with two remote parking positions, while the building is extremely cramped, constraining airline growth.

Therefore, construction of the new terminal will begin in 2026 and is slated to be completed by 2028. The updated terminal will be located on the east side of the airport and will take up 84,000 square feet (7,803 square meters). Given the age of the current facility, the new terminal will be a significant upgrade for passengers, as it will feature significantly higher ceilings, much larger spaces, and a modernized visual design.

In addition, the airport will double the number of gates, retain two remote parking positions, and significantly increase the retail/dining options for passengers. Tweed New Haven Airport anticipates that the project will create over 2,500 new jobs by 2030, while the total economic impact of the new terminal is estimated at over $444 million by 2028.

In addition, the building is expected to contribute over $2 billion to the real gross state product by 2060. It'll be a significant project for the local economy and will also elevate the airport into a proper regional hub with significant room for more flight service.

How This Will Impact Avelo Airlines

New Haven is one of four operating bases for Avelo Airlines (which also includes Charlotte/Concord, Lakeland, and Wilmington, with Dallas/McKinney soon to be added to this list). While New Haven is the airline's largest base of operations, Avelo is still a tiny carrier, and its presence at New Haven is only particularly notable because there's only one other airline that serves the airport.

Avelo is not consistently profitable, but it's still a relatively new airline in its current form (the company was founded 40 years ago, operating charter flights until it rebranded as Avelo and launched scheduled operations in 2021). It takes time for airlines to build profitability, especially in the US today, where the competitive environment is unkind to low-cost carriers.

New Haven is a crucial part of the airline's strategy because it sees relatively strong demand, and Avelo faces limited competition. Avelo focuses on connecting passengers at its operating bases to popular destinations, mainly in Florida, while also serving some business destinations.

The expansion at New Haven will only allow Avelo to further expand and begin earning profits more consistently through adding flights, selling all seats on its 737s, and launching new routes to destinations further away. It already flies to Puerto Rico, and it's possible that Avelo could be adding more Caribbean flights or short-haul flights within the US.

Why This Works For Avelo Airlines

The issue with running a budget airline is that the entire business model relies on relentless cost reductions while offering aggressively low prices. This leads to low revenue, which makes the business model tricky to pull off successfully in the US. You'd assume that LCCs would make money by siphoning business from other airlines, but legacy carriers respond viciously to new competition by adding flights and lowering prices.

Meanwhile, they're much larger with stronger brands and loyalty programs, so why would you choose the low-cost carrier? Spirit Airlines, which was a major thorn in the legacy carriers' side at one point, initially structured its network exactly like this, and this was one reason why it eventually fell, in that it tried too hard to compete head-on with full-service carriers.

Allegiant Air, on the other hand, was an early example of a carrier intentionally looking for untapped markets where its selling proposition is more than just the price. This strategy is now being followed by Avelo Airlines, as well as Breeze Airways. Avelo follows this with all of its hubs, but New Haven stands out for being its largest operating base.

In addition, demand in the Northeast is particularly strong for sunny tourist destinations like Florida or Puerto Rico, which gives Avelo a large market to tap into and stimulate. While the expansions may attract new services from other airlines, it's also crucial for Avelo Airlines to continue growing while facing limited competition. As such, the new expansion will have a huge effect on Avelo's network and financials in the future.
