LAA Advances Aviation Partnerships in Kigali

The Liberia Airport Authority (LAA) is strengthening Liberia’s position within Africa’s expanding aviation sector through its active participation in a high-level African Union consultative meeting on bankable aviation infrastructure projects, taking place in Kigali, Rwanda, from September 14–17, 2026.

The Liberian delegation is led by LAA Managing Director, Hon. Ernest Hughes, alongside Chief Financial Officer Mr. Victor Debah. Their presence underscores Liberia’s growing engagement with regional aviation bodies and development partners dedicated to upgrading continental air transport infrastructure.

Organized under the leadership of the African Union and its continental partners, the Kigali forum brings together airport authorities, civil aviation regulators, development finance institutions, and technical experts. The summit focuses on developing investment-ready aviation infrastructure projects capable of securing long-term, sustainable financing. Discussions are centered on fostering regional cooperation, sharing technical expertise, and building unified frameworks to fund and execute major capital projects.

This meeting builds upon momentum from the recent African Air Transport Convention and Expo in Lomé, Togo, where Hon. Hughes also represented Liberia. The Kigali consultative sessions aim to convert those initial policy discussions into actionable projects and financial partnerships.

During the summit, the LAA is actively pitching strategic projects across five targeted priority areas: aerodrome maintenance, air navigation services, airport operational efficiency, modern aviation security equipment, and environmental sustainability. Successful backing for these initiatives will significantly enhance airport safety, improve operational capacity, and ensure full compliance with International Civil Aviation Organization (ICAO) standards.

The three-day summit aims to finalize a shared project development framework, evaluate project readiness, map out technical and financial assistance mechanisms, outline suitable investment models, and establish a clear post-Kigali implementation roadmap.

Liberia’s strategy is further reinforced by the participation of the Roberts Flight Information Region (RFIR), represented by its Deputy Secretary General for Administrative Affairs. This joint presence highlights a unified national approach toward modernizing air transport infrastructure and deepening institutional collaboration.

According to the LAA, the Kigali forum offers an invaluable opportunity to align national aviation targets with broader African development goals while establishing direct ties with potential financiers and technical experts. Transforming Liberia’s aviation priorities into bankable projects is expected to boost air connectivity, stimulate tourism, facilitate trade, and drive national economic expansion.

Furthermore, the LAA’s involvement reflects Liberia’s commitment to the Single African Air Transport Market (SAATM), an initiative designed to create a unified air transport market and streamline the movement of goods and people across Africa.

The Liberia Airport Authority reaffirmed its resolve to collaborate with regional and international partners to secure the financing and expertise needed to modernize the nation’s aviation facilities, positioning Liberia as a competitive hub within West Africa’s evolving air transport network.
