The Uganda Red Cross Society (URCS) has appointed seasoned humanitarian and institutional leader Naphtal Baguma as its new Secretary General and Chief Executive Officer.
Baguma will officially take over the top job on March 1, 2027, following his appointment by the Central Governing Board.
The appointment follows a selection process aimed at identifying a leader with the experience, institutional knowledge and leadership capacity to steer the Uganda Red Cross Society into its next phase of growth, transformation and humanitarian service.
Baguma is a veteran humanitarian and institutional leader with more than 20 years of professional experience spanning the humanitarian, public and private sectors.
He has also spent more than a decade serving in senior leadership positions within the Uganda Red Cross Society, giving him extensive knowledge of the organisation’s operations, governance structures, branches, volunteers and humanitarian programmes.
Before his appointment, Baguma served as Director of Supply Chain and Estates Management, where he provided executive leadership over procurement, logistics, fleet management, warehousing, estates and asset management.
In the role, he worked closely with Government, Parliament, donors and partners within the wider Red Cross and Red Crescent Movement.
His experience also includes strategic planning, resource mobilisation, partnership development, governance and institutional decision-making.
The new Red Cross boss holds a PhD in Governance and Finance from Nelson Mandela University in South Africa.
He also holds a Master of Business Administration in Management and a Bachelor of Science in Procurement and Supply Chain Management.

Baguma further boasts professional qualifications including MCIPS and Certified Procurement Professional (CPP).
His academic and leadership credentials are complemented by executive training at Harvard Business School and Strathmore University.
Among the programmes he has undertaken are the Management and Leadership Programme at Harvard Business School and the CEO Apprenticeship Programme at Strathmore University.
Before joining the Uganda Red Cross Society, Baguma held senior positions at the USAID-Mildmay Uganda Programme, Ministry of Finance, Planning and Economic Development and Nation Media Group, among other institutions.
His career across the humanitarian, public and private sectors has given him experience in institutional systems, donor compliance, project management, public-sector governance, financial stewardship, procurement and strategic partnerships.
The Central Governing Board said it is confident that Baguma’s extensive experience and institutional knowledge will position him to lead URCS into its next chapter.
As Secretary General, Baguma is expected to focus on strengthening governance and organisational effectiveness, improving financial sustainability, deepening strategic partnerships and empowering the Society’s branches and volunteers.
He will also be tasked with ensuring measurable humanitarian impact among vulnerable communities across Uganda.
Meanwhile, the Board has praised outgoing Secretary General Robert Kwesiga for his service and contribution to the growth and transformation of the Uganda Red Cross Society.
The Board particularly commended Kwesiga for leading the organisation through turbulent times and supporting a smooth leadership transition.
The Central Governing Board has called upon URCS members, staff, volunteers, partners and other stakeholders to support Baguma as he assumes the leadership of the humanitarian organisation.
The transition will involve a structured handover and onboarding process aimed at ensuring continuity of leadership, programmes and operations.
The appointment was announced on September 2, 2026, by Dr Halid Kirunda, Chairman of the Uganda Red Cross Society Central Governing Board.
Baguma will officially begin his tenure as Secretary General and CEO on March 1, 2027.
