CCC recalls Bulawayo Mayor David Coltart and four parliamentarians
The Citizens Coalition for Change (CCC) has recalled Bulawayo Mayor David Coltart and four parliamentarians.
In a letter dated 7 October and received by the Ministry of Local Government and Public Works on 9 October 2026, CCC’s Mbuso Siso informed Minister Daniel Garwe that Coltart, councillor for Ward 4, had “ceased to be a member” of the party.
Siso asked the minister to act in terms of Section 129(1)(k) of the Constitution, which provides for a seat to be declared vacant when a member ceases to belong to the party under which they were elected.
Coltart’s recall comes after repeated clashes with some councillors over the city’s waste management contract.
At the centre of the fallout is Geo Pomona Waste Management, a company fronted by Dilesh Nguwaya, who is allegedly linked to President Emmerson Mnangagwa’s family.
The company has announced plans to expand to all provinces, even without agreements with local authorities, and Bulawayo has become its next battleground.
Coltart resisted the move, while a group of councillors seen as captured pushed for the city to open its doors to the company.
The Zimbabwe Investment and Development Agency (ZIDA) and the Procurement Regulatory Authority of Zimbabwe (PRAZ) have also urged the City of Bulawayo to engage Geo Pomona. The mayor’s refusal to fall in line made him a target.
In a separate letter to the Speaker of the National Assembly, Jacob Mudenda, the CCC recalled three MPs: Surrender Kapoikilu (Bulawayo Central), Corban Madzivanyika (Mbizo) and Togarepi Zivai Mhetu (Epworth North).
In another letter to Senate President Mabel Chinomona, the party advised of the recall of its Bulawayo Province senator, Ivumile Kucaca Phulu.
The recalls are the latest in a series of expulsions carried out in the CCC’s name by Sengezo Tshabangu and his group since October 2023.
The recalls have steadily reduced the opposition’s presence in Parliament and local councils, to the benefit of ZANU PF.
