UN urges probe into deadly Abyei drone attacks

The United Nations Security Council has called for those responsible for deadly drone attacks near Amiet Market and Todach in the disputed Abyei area to be held accountable, warning that attacks targeting civilians could constitute war crimes.

South Sudanese officials have blamed the Sudanese Armed Forces for the attacks, which took place on Monday, 19 October, and killed and injured civilians, including women and children.

In a statement issued on Friday, 23 October, the council condemned the attacks and expressed condolences to the families of those killed and the affected communities. It also wished those injured a full and speedy recovery.

The council said it was gravely concerned that the death toll could rise as the United Nations Interim Security Force for Abyei (UNISFA) continued to verify the casualties.

It said international humanitarian law prohibits attacks targeting civilians and civilian objects, reminding all parties to the conflict of their obligations to protect civilians.

The council called for a full, transparent and prompt investigation into the attacks, stressing that those responsible must be held accountable.

It also reaffirmed that Abyei must remain demilitarised and free of all forces other than UNISFA, calling on all actors to cease military operations and end any occupation of the area.

The council reaffirmed its support for UNISFA and urged all parties to work with the mission to ensure the safety and security of civilians, humanitarian workers and peacekeepers.

Abyei is a disputed area claimed by Sudan and South Sudan. A 2005 peace agreement provided for a referendum on whether the area should join Sudan or South Sudan, but the vote has never been held because of disagreements over voter eligibility and other issues.

The UN Security Council established UNISFA in 2011 to help maintain security in the area.
