DODOMA: LEADERSHIP experience, a broad understanding of government operations and the ability to work closely with the President are among the qualities that make Deogratius Ndejembi well suited for the position of VicePresident, Prime Minister Dr Mwigulu Nchemba has said.
Dr Mwigulu made the remarks in the National Assembly in Dodoma yesterday when moving a motion seeking the House’s approval of Ndejembi’s appointment as Vice-President of the United Republic of Tanzania. The motion was moved pursuant to Article 50(4) of the Constitution of the United Republic of Tanzania, 1977, and Rule 42 of the Standing Orders of the National Assembly, 2025.
Dr Mwigulu said Ndejembi’s strong academic background, political experience and ability to handle national responsibilities prepared him for the position.
“I have no doubt… I have no doubt that the Honourable House will agree with me that the position has been given to the right person to assist the President in carrying out major national responsibilities,” he said.
Lawmakers subsequently unanimously endorsed Ndejembi, making him the youngest person to hold the position. The Prime Minister said President Samia Suluhu Hassan considered Ndejembi’s political leadership experience and service in various government positions before appointing him.

According to Dr Mwigulu, the 43-year-old Ndejembi participated in Chama Cha Mapinduzi (CCM) activities for many years, beginning at grassroots level before becoming a member of the party’s National Executive Committee (NEC). He said Ndejembi also represented citizens in Parliament and participated in the implementation of government policies.
“He is not a newcomer to public leadership or the country’s political affairs,” Dr Mwigulu said.
Mr Ndejembi previously served as Deputy Minister in the President’s Office responsible for Public Service Management and Good Governance; Deputy Minister responsible for Regional Administration and Local Government; and Minister of State in the Prime Minister’s Office responsible for Labour, Employment, Youth and Persons with Disabilities.
He also served as Minister for Lands, Housing and Human Settlements Development before being appointed Minister for Energy. Dr Mwigulu said Ndejembi demonstrated his ability to handle demanding responsibilities across different sectors and continued to enjoy the President’s confidence.
He explained that the Vice-President is the principal assistant to the President in matters concerning the Union, including overseeing the implementation of Union affairs and performing duties assigned by the Head of State. He said the VicePresident also performs the functions of the President when the President is outside the country or otherwise unable to discharge presidential duties.
Dr Mwigulu said Ndejembi’s political, professional and administrative experience made him suitable to effectively discharge the constitutional responsibilities of the Vice-President and support the President in advancing government programmes and national development.
