The National Union of Higher Education and University Dormitory Staff plans a two-week boycott of the 2026/2027 academic year start and nationwide strikes in September over delayed commitments and unresolved staff demands. The National Union, affiliated with the Democratic Confederation of Labor, said the boycott will run from September 1 to 14, while staff will wear protest badges throughout the period. They also plan to stage a 72-hour nationwide strike from September 8 to 10, alongside a national protest in front of the Ministry of Higher Education headquarters in Rabat on September 9, followed by another 72-hour strike from September 15 to 17. , the union noted the measures come amid continued delays in social dialogue and the failure to address outstanding demands. It criticized delays in issuing the fundamental system for higher education and university dormitory staff and the decree on salary increases, as well as what it described as the neglect of demands concerning staff with PhDs and degree holders. The union accused the ministry of failing to honor its commitment to exempt sector staff from university registration fees, saying some institutions continue to impose those fees. It also rejected fees for flexible-schedule programs and any measure that could undermine the public university, saying education is a fundamental right for all citizens. The union additionally called for the full implementation of the previously agreed salary increase, without splitting it into installments, with retroactive effect from January 1, 2026. It urged the ministry to issue a binding circular ensuring that staff are exempt from registration fees across universities and affiliated institutions. The national union also held the relevant ministry responsible for growing tensions in the sector and criticized the minister for what it called a failure to resolve staff issues after months of delays.
