Zim misses property tax windfall, revenue stays below 1%

Zimbabwe’s property tax revenue remains below 1% of public income, underscoring weaknesses in the country’s tax system and the government’s limited ability to broaden its revenue base, according to the African Development Bank. “Expanding property taxation, which remains well below 1% of public revenue,” is among reforms identified by the AfDB in its Zimbabwe Country Focus Report 2026. The bank said the measure should form part of a wider overhaul aimed at addressing longstanding weaknesses in tax design and administration, rather than relying on higher statutory tax rates.
