Gender Ministry monitors LEAP cash grant payments across all 16 regions

The Ministry of Gender, Children and Social Protection has deployed monitoring teams across Ghana’s 16 regions to assess the disbursement of cash grants to beneficiaries under the Livelihood Empowerment Against Poverty (LEAP) programme.
The exercise is aimed at ensuring eligible households receive their grants smoothly and transparently while identifying challenges that could affect the delivery of the financial assistance.
In a Facebook post, the Ministry said the teams were visiting selected communities to observe payment processes, interact with beneficiaries and assess the effectiveness of arrangements for distributing the grants.
The officers are also documenting challenges, recording cases and referring issues through the appropriate LEAP and Social Welfare structures for further action.
Before the field exercise, the monitoring teams participated in a preparatory meeting where they were briefed on a revised monitoring questionnaire and trained on handling beneficiary concerns and case management issues.
Key areas covered included payment systems, beneficiary records, data quality, payment instruments and grievance handling.
The exercise also provides an opportunity for officers to engage beneficiaries on using the grants to meet essential household needs, including food, healthcare and children’s education.
The LEAP programme is a key component of Ghana’s social protection system, providing cash assistance to extremely poor households, including those with older persons, persons with severe disabilities, and orphaned and vulnerable children.
The Ministry said the ongoing monitoring exercise is intended to strengthen accountability, improve grant delivery and ensure social protection support reaches eligible households effectively across the country.
It added that the exercise was still underway to ensure all eligible households were covered.
