Harare Clean-Up Intensifies As Garwe Warns Vendors Returning After Dark

Harare’s ongoing clean-up campaign could see fresh operations targeting people who return to cleared areas at night, Local Government and Public Works Minister Daniel Garwe has warned. The warning came on 15 September 2026 during a tour of Kamfinsa and PaClide shops as Operation Chenesa Harare continued.

Garwe Warns Those Returning At Night

The Herald reports that Garwe said authorities had noticed people returning to areas after they had been cleared.

“There is a lot of progress in the clearing agenda, but what we have noticed is the same people are coming at night, so we are going to have another operation targeting those that are being resistant.”

Garwe said the clean-up programme would continue under the motto “Clean, keep clear and clean”.

He added that authorities would not back down from the exercise.

“We are not going to change, we are not going to look at anyone’s face, we are not going to apologise to anybody. We must clean our cities.”

Vendors And Undesignated Spaces In Focus

The minister also addressed the return of vendors after municipal officers had cleared certain areas.

He said Government had a wider plan but was not yet revealing its details.

“There is a massive plan, but we have not disclosed it now. You just watch this space, you will see what is going to happen.”

Garwe said officials would engage people occupying undesignated spaces and insisted the process would not involve force.

“We are not going to be fighting anybody. We are not going to use force.”

Religious Leaders Brought Into Campaign

Religious leaders are also being engaged to encourage proper waste disposal and discourage littering.

Garwe said the clean-up would first deal with rubbish before authorities addressed people occupying undesignated areas.

The minister said the operation would be carried out in line with local authority by-laws.

The latest warning signals that Operation Chenesa Harare is set to continue beyond the initial clearing exercises, with authorities preparing further action in areas where people return after being removed.
