NPBL Accuses Kpoto Of Protecting Sinje Health Officials

By Amos Harris

The National Polit-Bureau of Liberia (NPBL) has accused Health Minister Dr. Louise M. Kpoto of failing to act on serious financial and administrative irregularities uncovered at the Sinje Comprehensive Health Center in Grand Cape Mount County, warning that continued inaction could erode public confidence in the country’s healthcare delivery system.

Addressing a news conference at the organization’s headquarters in Monrovia on Thursday, November 5, 2026, NPBL National Chairman Victor L. Balo criticized the Health Minister over what he described as five months of silence following an internal Ministry of Health investigation conducted from June 3–6, 2026.

According to Balo, the Ministry’s investigative report documented LD$3,705,120 in revenue that allegedly failed to reach the health facility’s official bank account, along with an unaccounted financial discrepancy of approximately US$20,583.59. He further cited the disappearance of 646 tablets intended for patient care, alongside alleged procurement fraud, excessive patient billing, and undocumented public expenditures.

The NPBL chairman emphasized that the findings raise grave questions regarding financial accountability, administrative oversight, and adherence to the Public Financial Management Law, the Community Revolving Drugs Fund regulations, and the Ministry of Health’s fee-for-service policy. While these allegations highlight critical concerns, official responses from the Ministry and independent verification of the claims remain pending.

Chairman Balo directed specific criticism toward Dr. Sampson Wulu, Medical Director of the Sinje Comprehensive Health Center, arguing that the Ministry should hold administrative leadership accountable for management failures rather than targeting the personnel who investigated the facility.

The civil society organization also highlighted alarming concerns regarding reported maternal deaths and poor childbirth outcomes at the center, calling for an immediate, independent clinical review supported by international development partners, including the United States. Balo cautioned that persistent administrative and logistical lapses directly expose pregnant women and vulnerable patients to preventable medical risks.

Further compounding the controversy, Balo alleged that the investigators who authored the report are now facing potential suspensions or disciplinary sanctions under suspicions that they leaked the document to the NPBL. He strongly defended the investigators, noting that the document had already been shared among key sector stakeholders, and argued that civil servants should not be penalized for fulfilling their professional duties.

In light of these revelations, the NPBL has demanded an official public explanation from Minister Kpoto, an immediate forensic audit, a full financial reconciliation, and comprehensive investigations into missing pharmaceuticals, procurement practices, and patient fee structures. The organization is also demanding administrative action regarding Dr. Wulu and full protection for the whistleblowers and investigators involved.

Balo issued a two-week ultimatum to the Ministry of Health, warning that failure to address these demands would prompt the NPBL to mobilize citizens for sustained, peaceful, and lawful demonstrations at the Sinje facility. He further appealed to President Joseph Nyuma Boakai to intervene directly, stressing that public accountability and patient welfare must take precedence over personal relationships or political considerations.

The NPBL’s declarations place heightened pressure on the Ministry of Health to clarify the status of its June report and disclose what corrective measures, if any, have been implemented at the Grand Cape Mount facility.
