KIZITO SIMON NJAYE: LIVING LIKE DOMESTIC ANIMALS: POVERTY, CLIMATE CHANGE AND EVERYDAY SURVIVAL

The phrase “Living Like Domestic Animals” is deliberately provocative. In the article, it is used as a metaphor for deprivation and vulnerability, not as a description of the worth or status of people living in poverty. This distinction is important because the central argument is precisely that human beings deserve standards of living far above mere survival.

The Ecology of Humans and Animals

The ecology of humans and animals refers to the relationships and interactions between human beings, domestic and wild animals, and their natural environment. These relationships are important for maintaining ecological balance, biodiversity, and ecosystem stability. Humans, animals, plants, soil, water, and air are interdependent because they rely on one another for survival and the maintenance of healthy ecosystems.

Human beings interact with domestic animals by providing food, water, shelter, veterinary care, and protection from predators and harsh weather conditions. In return, animals provide humans with important resources such as milk, meat, eggs, hides, manure, transport, and income. Animal manure also improves soil fertility by adding organic matter and nutrients, thereby supporting plant growth and agricultural productivity. Some animals, such as bees and other insects, contribute to pollination, which supports plant reproduction and food production.

Humans and animals also depend on natural resources such as land, forests, grasslands, and water. These resources provide habitats, food, and breeding grounds for different species. In an ecosystem, animals participate in food chains and food webs, helping to regulate populations and maintain ecological balance. For example, herbivores feed on plants, while carnivores feed on other animals, facilitating energy flow through the ecosystem.

However, human activities such as deforestation, overgrazing, pollution, wetland destruction, and excessive hunting can cause habitat loss, biodiversity decline, soil erosion, and ecosystem degradation. These environmental changes reduce the availability of food and water for both humans and animals. They may also increase competition for resources and the risk of diseases spreading between animals and humans.

Therefore, sustainable environmental management is essential for protecting human and animal populations. Practices such as afforestation, proper waste disposal, rotational grazing, wildlife conservation, and sustainable farming help maintain ecosystem health. By conserving natural resources and promoting animal welfare, humans can support ecological sustainability and the long-term survival of both humans and animals,(Millennium Ecosystem Assessment 2005; Odum, E. P., & Barrett, G. W. 2005).

When Survival Becomes a Way of Life.

Imagine a domestic animal living on the edge of a poor rural homestead. It wakes up every morning looking for food and water. When the sun becomes unbearably hot, it searches for shade. When heavy rains arrive, it looks for somewhere dry. When disease strikes, its survival depends on whether its owner can afford treatment. When food becomes scarce, the animal eats less. When the environment deteriorates, its health and productivity decline.

Now imagine a human being living under similar conditions. The comparison may sound uncomfortable, even disturbing. Human beings are not animals, and poverty should never be used to deny anyone their dignity. Yet the comparison raises an important question: What happens when millions of people in developing countries spend their daily lives struggling for the same basic necessities that societies routinely recognize as essential for the welfare of domestic animals—food, water, shelter, protection from extreme weather, healthcare and safety?

This is the uncomfortable reality behind the title “Living Like Domestic Animals.” The phrase is not intended to dehumanize poor people. Quite the opposite. It is intended to challenge us to recognize how poverty, inadequate infrastructure, inequality and climate change can reduce human existence to a daily struggle for basic survival.

TheWorld Organization for Animal Health (WOAH), for example, identifies basic conditions necessary for animal welfare: freedom from hunger and thirst; freedom from fear and distress; freedom from physical and thermal discomfort; freedom from pain, injury and disease; and freedom to express normal patterns of behavior. ( WOAH 2023)

If these principles are considered important enough to guide the treatment of animals under human care, then they should provoke an even deeper question about the conditions under which human beings are expected to live.

·Can a society claim meaningful development when millions of its citizens lack reliable access to clean water?

·Can economic growth be celebrated when families live in houses that cannot protect them from floods, heat, storms or prolonged drought?

·Can development be considered inclusive when a sick child may go untreated because the family cannot afford healthcare? and

·Can the world speak convincingly about climate justice while the people who contributed least to global warming are often among those suffering its consequences most severely?

These questions are particularly important in Africa and other parts of the developing world, where poverty, environmental vulnerability, unemployment, inadequate infrastructure and climate shocks frequently overlap. The climate crisis is not simply an environmental problem. It is a poverty problem, a health problem, a food-security problem, a housing problem and ultimately a human-development problem.

TheUnited Nations Development Programme’s recent evidence describes poverty and climate shocks as a “double burden”: poverty increases people’s exposure and vulnerability to climate hazards, while climate shocks can destroy the assets, livelihoods and opportunities that people need to escape poverty. Its 2025 Multidimensional Poverty Index found that 1.1 billion people across 109 countries were living in acute multidimensional poverty, with large concentrations in sub-Saharan Africa and South Asia ( UNDP 2024).

This is the story of that double burden.

THE POVERTY OF EVERYDAY LIFE

Poverty is often reduced to a number. A certain amount of money per day. A particular household income. A percentage of people below a poverty line. Numbers are useful, but poverty is much more than numbers. Poverty is also the experience of waking up without knowing whether there will be food on the table to feed the entire family.

It is walking several kilometres to find water or firewood, It is living in a house with a leaking roof because repairing it would mean sacrificing money needed for food.

It is sending children to school without school requirements, tuition and adequate meals.

It is postponing medical treatment because health centres /hospitals are distantly located and transport and medical bills are too costly, It is watching crops fail to grow due to effects of climate change after months of hard work. It is borrowing money to survive one emergency and spending years trying to repay the debt.

It is being employed but still unable to afford a decent standard of living because the wages/salaries you earn are not commensurate with the current standard of living,It is having land but lacking capital to invest in it and initiate income generating projects, carry out irrigation, purchase improved seeds, have adequate storage facilities, insurance or reliable markets.

It is owning livestock but watching animals become thin, in extreme circumstances even die or may become unproductive because pasture and water have disappeared. This is why poverty should be understood as a condition of restricted choices and vulnerability, rather than simply an absence of money.

The World Bank’s recent poverty analysis shows that global poverty reduction has slowed substantially and that extreme poverty has become increasingly concentrated in sub-Saharan Africa and areas affected by conflict and fragility, for instance in Africa the Democratic Republic of Congo(DRC),Southern Sudan, Nigeria, Ethiopia, Eritrea. Nearly three-quarters of people living in extreme poverty reside in rural communities (World Bank 2025).

For rural households, this matters enormously because livelihoods are often directly connected to nature.

·A farmer depends on rainfall.

·A pastoralist depends on pasture and water.

·A fisher depends on functioning aquatic ecosystems.

·A market trader depends on roads and customers.

·A casual labourer depends on agricultural seasons and construction activity,

·A transporter depends on motorable and accessible roads to the markets.

·When the environment changes, income changes.

·When income changes, food consumption changes.

·When food consumption changes, health changes.

·When health changes, productivity changes.

·And when productivity falls, poverty deepens.

The cycle can become vicious.

WHAT DOMESTIC ANIMALS TEACH US ABOUT HUMAN VULNERABILITY

The comparison with domestic animals becomes particularly powerful when we consider the basic conditions required for their welfare. A cow needs water and pasture, a goat needs water and pasture, a chicken needs feeds, protection from disease and predators, a dog needs shelter, food and veterinary care. Livestock require environments that allow them to survive and, ideally, remain healthy and productive.

TheWOAH’swelfare framework recognizes that animals need adequate nutrition, water, protection from physical and thermal discomfort, disease prevention and treatment, appropriate shelter and environments that allow normal behavior. (WOAH 2023).

Human beings require these things too—although our needs are far broader. We need nutritious food, clean water, safe housing, healthcare, education, sanitation, employment, social protection, security and the opportunity to participate in the affairs of society. The difference is that humans possess rights, agency, aspirations and responsibilities that cannot be reduced to the language of animal welfare. That is precisely why the comparison should disturb us.

If society considers inadequate water, extreme heat, disease, hunger and unsafe shelter unacceptable conditions for animals under human care, then how should we regard communities where human beings routinely experience these conditions?

The purpose is not to suggest that poor people live “like animals” because they are somehow less human. The opposite is true. The analogyexposes a failure of human systems to provide conditions worthy of human dignity.

Domestic Animals and the Rural Economy

There is another important side to this discussion. Domestic animals are not simply creatures kept for companionship or consumption. In many developing countries, livestock are central to household survival. Cattle, goats, sheep, pigs and poultry can provide food, income, manure, savings and social security.

A cow may represent school fees, a goat may represent emergency medical expenses. Chickens may provide daily household income. A small herd may function as a household’s bank account, to be precise a bio bank. FAO research has found that livestock are particularly important to rural households in developing countries and can contribute to food, income, employment and broader livelihood security. (FAO 2012).

This creates an interesting *paradox.*Poor households may struggle to meet their own needs while simultaneously depending on animals to survive. When climate change affects livestock, therefore, the consequences are not limited to animal welfare. They become human welfare consequences.

A drought kills pasture. The animals lose weight. Milk production declines. Household income falls. Children may eat less. School fees become difficult to pay. Medical treatment is postponed. Debt escalates. The family becomes more vulnerable to the next shock. The animal and the household are therefore connected through the same ecosystem. When the ecosystem fails, both suffer.

CLIMATE CHANGE HAS ENTERED THE HOUSEHOLD

Climate change is sometimes discussed as though it were a distant environmental phenomenon involving melting glaciers, rising sea levels or international climate conferences. For poor households, however, climate change is much more immediate.

It can arrive as a failed rainy season. It can arrive as a flood entering the house. It can arrive as a heatwave that makes work unbearable. It can arrive as a crop disease. It can arrive as a shortage of drinking water. It can arrive as a landslide destroying a road. It can arrive as a storm destroying a roof. It can arrive as a disease outbreak after flooding.

The World Health Organization describes climate change as a major threat to health, affecting food, water, shelter, livelihoods and healthcare systems. It notes that populations in low-income and disadvantaged countries are among those least able to cope with climate-related health risks*(World Health Organization 2023).*

This is particularly serious because poor households generally have fewer resources with which to adapt. A wealthy household may install air conditioning, a poor household may simply endure the heat, a wealthy farmer may install irrigation systems on his farmland,

A poor farmer may wait for rain at the peril of the effect of unpredictable weather and climate change patterns, a wealthy family may rebuild after a flood, a poor family may rebuild using the same vulnerable materials., a wealthy household may have insurance, a poor household may sell its livestock and once the livestock are gone, an important source of future income has disappeared.

When the Environment Becomes the Enemy

For generations, many rural communities have lived in close relationship with nature. The land provides food. Forests provide fuel, oxygen, act as water reservoirs, carbon sinks and also offer other resources. Rivers provide water. Wetlands regulate ecosystems. Rain supports agriculture.

Grasslands support livestock. This relationship can be sustainable when environmental resources are properly managed. But poverty can make environmental degradation both a cause and consequence of human vulnerability. When people have no affordable alternative source of energy, they may depend heavily on firewood or charcoal.

When agricultural productivity is low, farmers may cultivate increasingly fragile land. When households lack adequate sanitation, waste may enter and contaminate waterways hence exacerbating disease outbreaks in arrears of human settlements.

When cities grow without sufficient planning, settlements may expand into flood-prone areas and may lead to outbreaks of water borne diseases. When governments fail to provide affordable housing, people may occupy environmentally risky locations. This is not simply a story of poor people destroying the environment. It is a story of limited choices. People generally make decisions within the opportunities available to them.

A household struggling to cook dinner today may find it difficult to prioritize the climate consequences of the fuel it uses. A farmer worried about feeding six children may find it difficult to leave degraded land fallow. A family without affordable housing may have little choice but to settle where land is available. Therefore, environmental policy must be connected to poverty reduction.

People need alternatives before they can be expected to change behavior.

The Burden on Women and Children

Climate-related poverty does not affect everyone equally. Women and children frequently carry disproportionate burdens. In many low-income communities, women and girls are responsible for collecting water and fuel. When droughts intensify or water sources become more distant or dry up, the amount of time required for these tasks can increase.

The World Health Organization notes that people with lower incomes often depend more directly on natural resources and that, in low-income countries, women and girls commonly bear responsibility for collecting water and fuel*(World Health Organization 2023).*

The consequences extend beyond inconvenience. A girl who spends hours collecting water may have less time for school, this may result into poor performance, high school drop rates, and unwanted teenage pregnancies. A woman who spends much of the day searching for fuel may have less time for paid work. A household walking long distances for water is exposed to additional safety risks.

Children living in poverty are also especially vulnerable to poor nutrition, disease, extreme temperatures and disruption to education. The climate crisis can therefore reproduce inequality across generations. A child born into a poor and climate-vulnerable household may inherit not only poverty but also the consequences of environmental degradation. This is why climate policy must also be understood as intergenerational policy.

HOUSING: THE FORGOTTEN FRONTLINE OF CLIMATE CHANGE

When discussing climate adaptation, governments often emphasize agriculture, energy and infrastructure. Housing deserves equal attention. A house is more than a roof.

·It is protection from rain.

·It is protection from heat.

·It is a place where families are domiciled,

·It is protection from disease vectors.

·It is a place for children to sleep and study.

·It is a place where families store food and belongings.

·It is a foundation of dignity.

Yet millions of people live in structures that provide inadequate protection from extreme weather. Poor housing can turn a heavy rainstorm into a disaster. Floodwater can destroy household possessions, contaminate drinking water and increase disease risks. Extreme heat can become dangerous where homes have poor ventilation. WHOnotes that climate change affects fundamental determinants of health, including safe shelter, clean water, nutritious food and clean air*(World Health Organization 2023).*

Climate adaptation must therefore reach the household. Building stronger roads while leaving families in fragile houses is incomplete adaptation. Constructing drainage systems while allowing settlements to expand into flood zones is incomplete adaptation.Developing climate policies without considering the cost of resilient housing is incomplete adaptation. A climate-resilient country must be a country where ordinary people can afford to live safely.

FOOD: THE DAILY BATTLE

Perhaps nowhere is the connection between climate change and poverty clearer than in food. The farmer needs predictable conditions. The household needs affordable food.

The market needs functioning and easily accessible roads. The consumer needs stable and fair prices. Climate shocks can disrupt every part of this chain. Drought reduces production. Floods destroy crops. Heat affects livestock. Extreme weather damages roads and storage facilities. Lower supply can contribute to higher prices. Higher prices affect poor households most because they spend a larger share of their income on basic necessities. The result can be a dangerous nutritional cycle. Families buy cheaper food and dietary diversity declines.

Children become more vulnerable to malnutrition. Illness can worsen. Productivity declines. Household income plummets. Poverty becomes exacerbated. TheWorld Health Organizationidentifies food and water insecurity, malnutrition and disease as important pathways through which climate change affects health Therefore, food security and climate resilience are inseparable*(World Health Organization 2023).*

THE HEALTH COST OF BEING POOR

A climate disaster does not end when the rain stops. Its health consequences may continue for months or years. Floods can contaminate water. Drought can worsen malnutrition. Heat can cause illness/heat stress and reduce workers’ productivity. Stagnant water can create conditions favorable to disease vectors and outbreaks. Displacement can expose families to overcrowding and inadequate sanitation.

Health facilities themselves may be overwhelmed or damaged.*WHO *reports that climate change is already contributing to health emergencies associated with heat waves, floods, storms, droughts and other hazards. It also emphasizes that weak health systems—many of them in developing countries—are less able to cope with these pressures (WHO 2023)

This creates another poverty trap. A sick person cannot work effectively, a family spends money on treatment, savings may be depleted, and children may miss school*, *debt increases. The household becomes more vulnerable. The next climate shock then arrives before the family has recovered from the previous one.

Poverty Is Not Simply a Failure of Individual Effort

One of the most dangerous narratives about poverty is that poor people are poor because they do not work hard enough. This ignores structural realities. Millions of poor people work extremely hard. Farmers work from dawn to dusk. Women carry water and care for families. Young people engage in informal, low paying businesses. Workers accept insecure employment because they have few alternatives.

Small traders work long hours with limited capital. Yet hard work alone cannot compensates for poor infrastructure, over taxation, weak institutions, inadequate education, limited access to finance, corruption, conflict, climate shocks and unequal economic opportunities, for instance farmers cannot control the timing of rainfall, fishermen cannot control changing aquatic ecosystems, market vendors cannot control inflation, casual workers cannot create jobs, impoverished families cannot build a climate-resilient house without resources.

Therefore, the fight against poverty must move beyond telling individuals to “work harder, these individuals can be advised to also to work smart in order to maximize profits and minimize losses. The question must also be:What systems are preventing hard work from producing security and prosperity?

THE CLIMATE JUSTICE QUESTION

There is a moral dimension to climate change that cannot be ignored. Those who are most vulnerable to climate change are not necessarily those who have contributed most to global greenhouse-gas emissions.

TheWHOnotes that people in low-income and disadvantaged countries and communities often experience the worst health consequences despite contributing least to the causes of climate change (WHO 2023).

This raises the question of climate justice.

·Who pays for adaptation?

·Who finances resilient infrastructure?

·Who supports communities after climate disasters?

·Who compensates farmers when extreme weather destroys livelihoods?

·Who invests in early-warning systems?

·Who ensures that developing countries can transition to cleaner energy without sacrificing development?

Climate justice is therefore not about charity. It is about fairness. Developing countries need the resources, technology and institutional capacity necessary to protect their populations while pursuing economic development.

The Rural Poor Are Particularly Vulnerable

The rural character of poverty makes climate change especially dangerous.

The World Bank reports that nearly three-quarters of people living in extreme poverty reside in rural communities (*World Bank 2025).*Rural households often depend directly on agriculture and natural resources. They may have limited access to such as irrigation, electricity, financial services,

Insurance, healthcare, roads, storage, markets, extension services; climate information, and social protection. This implies that one failed season can have enormous consequences. A farmer with diversified income, irrigation, savings and insurance may survive a drought. A farmer with one crop, no savings, no insurance and no alternative employment may lose almost everything. The difference is not simply individual resilience. It is institutional resilience.

THE SOCIAL PROTECTION GAP

One of the most effective ways of preventing temporary shocks from becoming permanent poverty is social protection. Cash transfers, food assistance, unemployment support, pensions, public works and shock-responsive programmes can help households survive crises without selling productive assets. Yet coverage remains inadequate.

TheWorld Bank’s State of Social Protection Report 2025 found that three out of four people in low-income countries lack social protection coverage and that around two billion people across low- and middle-income countries remain inadequately covered (World Bank 2025).

This is a major development challenge. When a drought destroys crops, a household without social protection may sell livestock. When livestock are gone, future income falls.

When income falls, children may leave school. When education is interrupted, future earning potential declines. Thus, a temporary climate shock can become a permanent intergenerational poverty trap. Strong social protection can interrupt that process.

AFRICAN CITIES: POVERTY IN A NEW LANDSCAPE

The poverty-climate relationship is not limited to rural areas. African cities are expanding rapidly. People move to cities seeking employment, education and opportunity.

But urban growth does not automatically produce urban prosperity. Where planning and infrastructure lag behind population growth, informal settlements may expand into flood-prone areas, wetlands, steep slopes or other environmentally vulnerable locations.

Residents may lack adequate drainage, sanitation, waste collection, roads and reliable water. Climate change then magnifies existing problems. A heavy rainfall event becomes a flood. A heatwave becomes a health emergency. Poor drainage increases disease risks. Water shortages become more severe.

Urban poverty becomes increasingly connected to environmental vulnerability.

The answer cannot simply be to remove poor communities. Cities must provide affordable, safe and serviced housing. Urban planning must anticipate climate risks rather than responding only after disasters occur.

THE PSYCHOLOGICAL COST OF POVERTY AND CLIMATE CHANGE

There is also a psychological dimension to this crisis. Imagine losing a crop that took six months to grow. Imagine watching floodwater enter the house you built with years of savings. Imagine losing livestock that represented your children’s school fees.

Imagine repeatedly rebuilding after storms. Imagine living every rainy season wondering whether the roof will survive. Poverty produces uncertainty. Climate change can intensify that uncertainty. The result can be stress, anxiety, grief and a sense of powerlessness. The WHO recognizes mental-health consequences among the broader health impacts associated with climate change and extreme weather (World Health Organization 2023)

Development policy must therefore recognize that resilience is not only about physical infrastructure. It is also about people’s sense of security and their ability to believe that tomorrow can be better than today.

WHAT DOES “LIVING LIKE DOMESTIC ANIMALS” REALLY MEAN?

The phrase deserves careful explanation. It does not mean that poor people are animals. It does not mean that human beings should be judged by standards designed for livestock and it certainly does not mean that poverty is a personal moral failure. Rather, the phrase asks us to compare the basic requirements of life.

A domestic animal requires food.

·A human being requires food.

·An animal requires clean water.

·A human being requires clean water.

·An animal needs protection from extreme heat and cold.

·A human being needs safe housing and protection from extreme weather.

·An animal requires treatment when seriously ill.

·A human being requires accessible healthcare.

·An animal welfare framework recognizes that unnecessary suffering should be reduced.

·Human rights go much further: people deserve not merely survival, but dignity, freedom, opportunity and participation. The metaphortherefore sets a minimum moral floor. If a society cannot ensure that its citizens are free from chronic hunger, unsafe shelter, preventable disease and environmental exposure, then its development project remains incomplete.

THE WAY FORWARD: FROM SURVIVAL TO HUMAN DIGNITY

The situation is serious, but it is not hopeless.

Developing countries possess enormous human, agricultural, cultural and natural resources. The challenge is to transform these resources into broad-based human development while building resilience against climate change.

·Invest in climate-resilient agriculture

Governments should expand irrigation, drought-resistant crops, climate information services, soil conservation, water harvesting and agricultural extension. Farmers need access to technologies that help them produce more with less environmental vulnerability. Climate-smart agriculture should not remain a slogan. It should reach ordinary farmers.

·Strengthen livestock systems

Because livestock are important to many rural households, climate adaptation must include animal health. Farmers need veterinary services, improved breeds suited to local conditions, reliable water, better pasture management, disease control and access to markets. Protecting livestock can mean protecting household income. The relationship between animal welfare and human welfare should therefore be recognized as interconnected.

·Build affordable climate-resilient housing

Governments and development partners should support housing that can withstand local climate risks. This means appropriate building materials, drainage, ventilation, flood protection, safe settlement planning and affordable financing. Housing policy should not be treated as an afterthought. A climate-resilient household begins with a safe home.

·Expand clean water and sanitation

No country can defeat poverty without reliable water and sanitation.

Investment should prioritize rural communities, informal settlements and underserved urban areas. Clean water reduces disease, saves time and allows women and children to pursue education and productive activities. Water infrastructure is therefore both a health investment and an economic investment.

·Expand universal healthcare

Climate change is likely to increase pressure on already fragile health systems. Countries need stronger primary healthcare, community health systems, disease surveillance, emergency preparedness and climate-informed health planning. A family should not be pushed into deeper poverty because one member becomes sick.

·Build stronger social protection

Governments should develop social protection systems that can expand rapidly during droughts, floods, epidemics and economic crises. Cash transfers, public works, school feeding, pensions and targeted assistance can prevent temporary shocks from becoming permanent poverty. Social protection should be regarded as an investment in resilience, not merely an expenditure.

·Create decent employment for young people

Africa’s demographic structure makes employment central to poverty reduction. Young people need opportunities in agriculture, manufacturing, technology, construction, renewable energy, tourism, services and entrepreneurship. Climate policy itself can create jobs. Solar energy, ecosystem restoration, recycling, sustainable agriculture, water infrastructure and resilient construction can all generate employment.

·Invest in early-warning systems

A warning issued before a flood or drought can save lives and assets. But an early warning is useful only if people can act on it Communities need communication systems, evacuation plans, safe shelters, emergency transport and institutions capable of responding quickly. Technology must therefore be combined with local knowledge and community organization.

·Make climate finance reach communities

Large international climate commitments mean little to a farmer who cannot access a single adaptation resource. Climate finance should reach local governments, community organizations, farmers, women, youth and small businesses. The people living on the frontlines of climate vulnerability should not be merely subjects of climate programmes. They should be participants in designing them.

·Improve governance and accountability

Climate adaptation requires public institutions that can plan, coordinate and deliver. Governments must ensure that climate funds are transparently managed. Infrastructure projects must be properly designed. Procurement must be accountable. Citizens must have avenues to monitor projects. Local governments need resources and technical capacity. Without accountability, even generous climate finance can fail to improve people’s lives.

DEVELOPMENT MUST BE MEASURED DIFFERENTLY

Economic growth matters. Governments need revenue. Businesses need investment. Countries need productive economies. But GDP growth alone cannot tell us whether ordinary citizens are living better. A country may record impressive economic growth while many citizens still lack clean water, safe housing, quality education or reliable healthcare.

Development should therefore ask broader questions.

·Are children eating nutritious food?

·Are families living in safe houses?

·Can farmers survive droughts?

·Can young people find decent employment?

·Can women access economic opportunities?

·Can citizens receive healthcare without becoming impoverished?

·Can communities withstand floods?

·Can poor households recover after disasters?

·Can people imagine a better future?

These are not secondary questions. They are measures of development itself.

THE ROLE OF CITIZENS AND COMMUNITIES

Governments have primary responsibilities, but communities also have an important role. Local knowledge is essential. Farmers know changing seasons. Pastoralists know pasture conditions. Fisher communities understand changes in aquatic ecosystems.

Women often possess detailed knowledge of household water and food challenges. Young people can contribute technology, entrepreneurship and innovation. Community organizations can strengthen preparedness. Religious and cultural institutions can support vulnerable households. The most successful climate adaptation will often combine scientific knowledge with local experience. People should not merely be treated as beneficiaries. They should be treated as partners.

A NEW SOCIAL CONTRACT FOR A CHANGING CLIMATE

The climate crisis requires a new social contract between governments and citizens. Citizens should expect governments to protect public resources, provide essential services and plan for climate risks. Governments should expect citizens to participate responsibly in environmental protection, taxation, community planning and public accountability. Businesses should contribute through responsible investment and sustainable production. International partners should support fair financing, technology transfer and capacity-building.

The objective should be simple:

No person should be forced to live in conditions incompatible with basic human dignity simply because they were born into poverty or a climate-vulnerable community.

That is not an unrealistic ambition. It is the minimum moral direction of development.

CONCLUSION: FROM “WILD” SURVIVAL TO HUMAN DIGNITY

The image of a domestic animal searching for food, water, shade and shelter is powerful because it reminds us of life’s most basic requirements. But human beings require more.

·We require dignity.

·We require rights.

·We require opportunity.

·We require education.

·We require healthcare.

·We require meaningful participation in the decisions that shape our lives.

·We require the freedom to imagine a future beyond mere survival.

The uncomfortable truth is that poverty can reduce life to a continuous struggle for necessities. Climate change makes that struggle more difficult by increasing exposure to drought, floods, heat, food insecurity, disease, displacement and loss of livelihoods. The poorest are often the least equipped to respond. This is why the climate crisis cannot be separated from the poverty crisis. Nor can poverty reduction be separated from environmental sustainability. The two challenges are intertwined.

·A farmer whose crops fail because of drought does not experience “climate change” as an abstract scientific concept. He experiences it as lost income and food insecurity.

·A mother walking farther to find water does not experience “climate adaptation” as a policy framework. She experiences it as hours of unpaid labour.

·A child studying under a leaking roof does not experience “development inequality” as a statistical indicator. The child experiences it as an obstacle to education.

·A family rebuilding after a flood does not experience “resilience” as a conference theme. It experiences it as the painful reality of starting again. TheWorld Bankwarns that climate shocks can destroy assets and investments and set back poverty reduction for years (UNDP 2025) similarly describes poverty and climate shocks as mutually reinforcing pressures that threaten development gains*(World Bank 2025,UNDP 2025).*

The answer, therefore, cannot simply be to teach poor communities how to survive more hardship. The goal must be to build societies in which people do not have to survive hardship alone. We must move from survival to security.

·From vulnerability to resilience.

·From charity to opportunity.

·From exclusion to participation.

·From fragile housing to safe homes.

·From food insecurity to food systems that work.

·From climate vulnerability to climate resilience.

And ultimately, from merely keeping people alive to enabling people to live with dignity.

Perhaps that is the deeper lesson behind “Living Like Domestic Animals.”

If societies can recognize that animals under human care deserve food, water, shelter, protection from suffering and humane treatment, then surely the standard for human beings must be infinitely higher. People in developing countries should not be condemned to a life of permanent survival. They deserve the opportunity to live—not merely to endure.
