While Flomo was careful to note that he does not currently possess official statistics confirming a rise in accident numbers, he maintained that the frequency and severity of recent crashes on the Gbarnga-Ganta highway have become impossible to ignore, both for law enforcement and for the communities directly affected by them.

Central to Flomo’s argument is his concern that many officers within the Liberia National Police lack a firm grasp of the traffic laws they are meant to enforce, a gap he believes directly undermines the county’s ability to hold reckless drivers accountable when their actions cause death.

He explained that in cases where a driver’s negligence, whether through excessive speed, disregard for road signs, or impaired driving, directly leads to a fatality, current investigative practices often fail to build the kind of evidentiary record needed to support a homicide charge, allowing serious cases to be resolved as simple traffic violations instead.

According to Flomo, this pattern sends the wrong message to drivers across the county, effectively signaling that even fatal recklessness on the road carries limited legal consequence, an outcome he considers both unjust to victims’ families and dangerous for public safety more broadly.

Flomo further elaborated on the practical steps he believes police must take to close this gap, stressing that officers responding to fatal accident scenes need to be trained to treat them with the same evidentiary rigor applied to other suspected criminal cases.

He pointed out that this means properly documenting skid marks, vehicle damage, road conditions, and witness statements at the scene, all of which can later determine whether a case meets the threshold for manslaughter or homicide charges under Liberian law.

Without this level of diligence, he warned, prosecutors like himself are left with thin case files that make it nearly impossible to pursue anything beyond minor citations, even in situations where the human cost was a preventable death caused by a driver’s blatant disregard for road safety rules.

He also addressed the broader institutional relationship between his office and the police, describing a need for closer, more consistent collaboration from the moment a fatal accident is reported.

Flomo suggested that prosecutors should be looped into serious road accident investigations at an earlier stage, rather than only receiving case files after initial police work has concluded, so that potential criminal elements are not overlooked in the rush to clear accident scenes and restore traffic flow.

He argued that this kind of early coordination would allow his office to advise investigating officers on what evidence to prioritize, ultimately strengthening the legal foundation for any future charges and reducing the number of fatal cases that quietly fade into the record books without consequence.

Turning to the human toll behind the numbers, Flomo emphasized that his call for stronger enforcement is driven as much by the grief of victims’ families as by any legal principle, noting that many relatives of accident victims in Bong County have expressed frustration at watching cases stall or disappear without any driver being held responsible.
