Somaliland Parliament Reopens Dahable Death Case

Resolution Calls for Independent Investigation into Aviation Employee’s Death in Mogadishu

Hargeisa (WDN) — More than two years after the death of Somaliland-born aviation professional Abdinasir Muse Abdirahman Dahable in Mogadishu, the case has returned to the political spotlight after Somaliland’s House of Representatives presented a resolution calling for an independent investigation.

The resolution was presented by Second Deputy Speaker Ali Hamoud Jibril, who said the parliament has a constitutional responsibility to protect the rights of Somaliland citizens.

Dahable, 32, was an employee of the Somali Civil Aviation Authority. His body was discovered at his residence in Mogadishu’s Wadajir district on February 18, 2024. Somali police said at the time that an investigation had begun and that six people had been detained in connection with the case.

Competing Claims

The proposed resolution expresses concern that Dahable may have been targeted because of his regional background and refers to allegations involving officials of Somalia’s Federal Government.

Those allegations remain claims contained in the Somaliland parliamentary resolution and have not been independently established.

Dahable’s family had also alleged that he received threats before his death and accused NISA of pressuring and threatening him. Those allegations were reported at the time but were not independently substantiated.

The circumstances surrounding the death therefore remain unresolved in the public record.

Why the Case Is Sensitive

The case is particularly sensitive because Dahable’s death occurred during a major political dispute between Somalia’s Federal Government and Somaliland over the administration of Somali airspace and civil aviation services.

His professional position, Somaliland background and involvement in the aviation sector placed the case against an already highly contentious political backdrop.

The resolution calls for an independent investigation to establish the circumstances of his death and identify those responsible. It also urges that anyone found culpable be brought before the appropriate judicial authorities.

The parliament has further called on Somaliland’s human-rights institutions and the international community to support efforts to obtain a credible investigation and judicial process. If approved, the resolution would become the formal position of Somaliland’s legislature on the case.

At its heart, the demand is simple: establish what happened to Abdinasir Dahable, determine who was responsible and ensure that the facts—not competing political narratives—guide the search for justice.
