The federal government is seeking to fast-track grassroots development through a proposed 90-day action plan designed to translate resolutions reached at a national conference of local government chairpersons and traditional rulers into concrete results.
The initiative is expected to focus on improving local governance, strengthening community security, boosting agricultural productivity and enhancing public service delivery across the country.
The proposal was discussed at the 2026 Third Quarter Stakeholders and Citizens Engagement Forum organised by the Federal Ministry of Special Duties and Inter-Governmental Affairs in Abuja on Tuesday.
The forum brought together stakeholders to examine strategies to strengthen cooperation among the three tiers of government and advance President Bola Tinubu’s Renewed Hope Agenda at the grassroots level.
Speaking through the ministry’s Permanent Secretary, Dr Onwusoro Maduka Ihemelandu, the Minister of Special Duties and Inter-Governmental Affairs, Rt. Hon. Zaphaniah Bitrus Jisalo, said closer collaboration between federal, state and local governments was necessary to address challenges confronting communities.
Jisalo urged participants to move beyond discussions and develop implementable recommendations with clearly assigned responsibilities, specific timelines and measurable targets.
He stressed that the success of government policies depended largely on effective coordination, transparency and accountability, adding that resolutions from stakeholder engagements must translate into tangible improvements in the lives of ordinary Nigerians.
The minister also called for stronger citizen participation and accurate reporting of government projects, noting that effective monitoring was essential to ensuring that development initiatives achieved their intended objectives.
A major component of the proposed strategy is the deployment of the Geographic Information System-based Project Monitoring Information Management System (GIS-PMIS) to track government projects and strengthen accountability in their implementation electronically.
The forum also identified collaboration between local government authorities and traditional institutions as critical to addressing community-level challenges. Other priority areas include agricultural development through public-private partnerships, food security, community safety and measures to reinforce local government financial autonomy.
Earlier, Ihemelandu called on participants to build on the resolutions of the maiden Annual National Conference of Local Government Council Chairmen and Traditional Rulers by developing practical measures to improve accountability and service delivery.
He emphasised the need for sustained cooperation among federal, state and local governments, traditional rulers, civil society organisations, private-sector operators and citizens to promote inclusive and sustainable development.
In his presentation, the guest speaker, Ejimonu Nwokodike Charles, said translating the conference resolutions into meaningful outcomes would require coordinated implementation, clearly defined priorities and effective monitoring mechanisms.
Charles identified community security, financial autonomy, accountability, increased agricultural productivity, herbal medicine development and digital tracking of government projects as areas requiring urgent attention.
He noted that addressing challenges at the grassroots required partnerships involving government institutions, traditional rulers, security agencies and other relevant stakeholders.
According to him, the proposed 90-day roadmap would provide a framework for implementing agreed-upon resolutions, monitoring progress, and evaluating outcomes in local governance, economic opportunities, and public service delivery.
The engagement ended with renewed emphasis on strengthening intergovernmental relations and ensuring that development initiatives were better coordinated to deliver measurable benefits to communities across Nigeria.
