Tanzania insists on using data, scientific evidence for decision-making in development planning

DAR ES SALAAM: THE Minister of State in the President’s Office for Planning and Investment, Professor Kitila Mkumbo, has called for the use of data and scientific evidence as the basis for decision-making in development planning, instead of relying on traditional practices or assumptions that are not supported by evidence.

Professor Mkumbo made the remarks today during the first day of the National Planners’ Conference, held under the theme “Strengthening Inclusive Planning and Results-Based Implementation.” The conference has brought together more than 1,000 participants from various sectors.

He said youth employment should be among the key indicators used to measure the success of development plans, stressing that every activity implemented should also be assessed based on its contribution to increasing productivity and creating jobs.

Professor Mkumbo further said the government is strengthening its development planning implementation reporting system. Starting next year, regions will be required to submit more than development plans; they will also have to report on what has been implemented and the results achieved.

The regions will also be required to provide information on new economic activities established as a result of the implementation of their plans, as well as the number of jobs created.

Meanwhile, Permanent Secretary in the President’s Office for Planning and Executive Secretary of the National Planning Commission, Dr Tausi Kida, said the implementation of the National Development Vision 2050 requires a strengthened planning system that links the national vision with sectoral plans, budgets, implementation and monitoring of development project outcomes.

Dr Kida said the launch of the National Development Vision 2050 was accompanied by the introduction of various tools that will be used to facilitate its implementation.

She said the next step is to ensure that the aspirations outlined in Vision 2050 are achieved through implementable plans with measurable results.
