The National Assembly yesterday approved the appointment of former Wajir County Woman Representative Fatuma Ibrahim Ali as the female non-member commissioner of the Parliamentary Service Commission, filling the seat vacated by the expiry of Rachel Ameso’s term.
Ali’s approval completes a process that began with the Senate’s endorsement of the Senate Standing Committee on Justice, Legal Affairs and Human Rights report following approval hearings held on September 28. The committee, chaired by Bomet Senator Hillary Sigei, examined Ali’s academic qualifications, professional experience and integrity credentials in line with the Public Appointments (Parliamentary Approval) Act before tabling its findings.
She emerged from a competitive field of twelve shortlisted candidates with a score of 80.48 percent, a margin that reflected both the rigour of the selection process and the breadth of her experience. Ali previously served as a commissioner at the Kenya National Commission on Human Rights, where she oversaw finance and human resource functions — a background that positions her well for the oversight demands of the Parliamentary Service Commission.
Tabling the motion for her approval, PSC commissioner Patrick Makau told the House that Ali had been assessed against a broad range of criteria when the commission interviewed her on September 10. “The commission interviewed her and assessed her qualifications, covering academic qualifications, relevant experience, understanding of Parliament and the commission, leadership and management, and the Chapter Six requirements on leadership and integrity,” Makau said. He added that she had demonstrated the personal attributes the role demands, including accountability, communication and interpersonal skills.
With the 2027 general election approaching, the timely filling of institutional positions such as this carries weight beyond routine administration.
