Why AI hosting should be decided by directors

THERE was a time when decisions about servers, software, and infrastructure belonged entirely to the IT department. The rest of the organisation provided requirements, and IT delivered solutions. Business leaders set strategy, finance managed budgets, operations ran the day-to-day, and the technology team handled the technical plumbing that made everything run. That division of responsibility made sense when technology was a support function. It makes considerably less sense when technology is the business itself and it makes almost no sense at all when the technology in question is artificial intelligence infrastructure.

AI hosting is not a technical decision with business implications. It is a business decision with technical components. The distinction matters, because it determines who sits in the room when the choice is made, whose concerns shape the outcome, and who bears responsibility when something goes wrong.

Organisations that continue treating AI hosting as a procurement exercise for the IT team to resolve will make decisions that are technically sound and strategically inadequate. The IT department can tell you which provider offers the best uptime and the most competitive pricing on GPU hours. It cannot, on its own, tell you whether concentrating your AI workloads on a single foreign provider creates acceptable commercial risk, whether the data residency arrangements align with your contractual obligations to clients, or whether the cost structure of the hosting model you are adopting will remain viable as your AI usage scales.

The financial implications of AI hosting decisions extend well beyond the technology budget. Unlike conventional web hosting, where costs are relatively predictable and contained, AI infrastructure often uses consumption-based pricing that scales with usage.

An AI application that unexpectedly attracts high traffic, a model that processes more data than anticipated, or an automation that runs more frequently than planned can generate hosting costs that bear no relationship to the original budget estimate. Finance leadership needs to be involved not to approve a line item but to understand the cost structure, model financial exposure under different usage scenarios, and ensure the organisation has controls in place to prevent infrastructure bills from becoming a surprise. This is not a conversation the IT team should be having alone.

Legal and compliance considerations are equally significant. AI systems process data, and the terms under which that data is stored, accessed, and protected are governed by contracts, regulations, and legal obligations that sit well outside the IT department’s domain.

A business that hosts its AI workloads with a provider whose data centres sit in a jurisdiction with different data protection standards may be in breach of commitments made to clients, exposed to regulatory risk it has not assessed, or storing sensitive information under legal arrangements that the company’s own lawyers have never reviewed.

In Zimbabwe and across Africa, data governance frameworks are evolving rapidly, and the hosting decisions made today may intersect with regulatory requirements that did not exist when the contract was signed. Legal counsel needs to be part of AI hosting decisions from the beginning, not brought in to resolve problems after the fact.

Operations and customer experience leadership have an equally important stake. AI hosting quality directly affects the performance of applications that serve customers, support internal workflows, and underpin operational capabilities.

When an AI system responds slowly, fails intermittently, or degrades in accuracy because of infrastructure limitations, the consequences land in customer service queues and damaged relationships not the IT team’s ticket system. Leaders responsible for operations and customer experience should be setting the performance standards that AI hosting must meet, and should be part of the decision about whether a given provider can actually meet them.

Executive leadership has perhaps the most important role of all, and it is the one most consistently absent from AI hosting conversations in African organisations. AI infrastructure is becoming as strategically significant as any other major capital or operational commitment the business makes. The provider relationships established now, the data arrangements agreed to today, and the technical dependencies created through hosting choices will shape the organisation’s options for years. An executive team that delegates this decision entirely to IT and procurement is abdicating strategic responsibility for a choice that will affect the business’s competitive position, its risk profile, and its operational resilience in ways that extend far beyond anything the monthly technology budget suggests.

This does not mean that the IT department should be sidelined. Technical expertise is indispensable in AI hosting decisions. The IT team understands the infrastructure requirements, can evaluate provider capabilities, assess security controls, and manage the implementation. What changes is not the IT team’s role but the composition of the decision-making group around it. AI hosting decisions should be cross-functional, with IT leading on technical evaluation, finance modelling the cost exposure, legal reviewing the contractual and regulatory dimensions, operations setting performance requirements, and executive leadership providing strategic oversight.

For Zimbabwean organisations navigating this transition, the practical implication is straightforward. Before the next AI hosting decision is made, ask who is in the room. If the answer is only the IT team and a vendor, the decision is not being made correctly. The organisations that will get AI infrastructure right are the ones that treat it with the same cross-functional seriousness they would apply to any other decision with this level of financial, legal, and strategic consequence. That is not a technology standard. It is a governance one.
